Yes Ellen, what did he mean? Almost daily Biden blurts out something that either makes no sense, or inadvertently reveals disturbing facets about an administration that treats him like the court jester that he is. Or, perhaps you consider Biden to be like one of the fools in a Shakespeare comedy that actually have the wisest commentary in the play.
