The motive here is to protect not the veteran, but private profits being made at the expense of the taxpayer. Who said <em>anywhere</em> that a veteran's level of care or availability of care would in any way change, or that the veteran would become <em>personally</em> liable for payment for services? Obama has actually requested an 11% increase in descretionary funding to provide veterans with a higher level of care.
