BUT, your info on parking is completely wrong. The city of Chicago absolutely allows overnight street parking. There is no restriction on street parking at all on that block (unless it's been put in since the election - we avoid that street now because of all the security). Like I said, I can't speak to the rest of it, but the legality of parking overnight on a Chicago street is such a simple fact that is so easy to check. I haven’t done the research, so I have no way of knowing about all the details on this situation (I came here via Google, looking for something else completely).
