Don't say anything that might cause doubts on the present strategy. Since it is Petraeus' strategy, that isn't too hard for him. The second purpose is to run out the clock and leave the tough decisions for Hillary to get us out of the mess. The first step is to get the Iraqis to pay their share of their own war. They cut that guy out REALLLLLLLLY fast.
