Some large corporations include grossed up political donation markups in compensation for certain levels of executives. The intention is that said executives donate the markups to candidates or, in some cases, PACs. There are other funding tricks when it comes to corporate PACs to move money from, say, rebates from corporate travel into the corporate PAC and then to other PACs. I learned some of these at the feet of a New York master. Of course, that was some years ago, I'm sure that the art has developed considerably since then.
