The State of FL does not answer to the DNC. FL was not to lose votes UNLESS the DNC proved by clear and convincing evidence that the Democrats did not act in good faith. The FL Democrats wrote an amendment to push back the primary date and the Repubs rejected it. The Gov also pubically stated that he would veto ANY change to move the primary date.
