I. UNITY AFTER THE CONVENTION DEPENDS ON HAVING A TWO-NAME BALLOT
A. Whether the Democratic Convention ends with the party united depends on whether the name “Hillary Clinton” appears on the nominating election ballot.
B. As many as a thousand additional Clinton-pledged delegates are expected to swing behind Obama, if he is elected the party’s nominee after a genuine election with both his and Clinton’s name appearing on the ballot.
C. This same thousand are expected to remain aloof from the Obama general election campaign, effectively dividing and weakening the party, if Obama is simply given the nomination without a real election, without a two-name ballot.
D. The thousand Clinton delegates who remain in play feel that an Obama election “victory” resulting from a one-name ballot would be hollow, illegitimate, undemocratic, disenfranchising of eighteen million primary and caucus voters, and, therefore, insupportable.
E. The key to a unified Democratic Party after the Convention is a genuine nominating election, with two names on the ballot, such that the losing side will be able to accept their defeat, knowing that they and their electors have at least had their voices heard.
II. HOW DO WE GET A TWO-NAME BALLOT? WHAT ROLE DOES A PETITION PLAY?
A. Clinton’s name will appear on the ballot only if a petition of 300 to 600 delegates is lodged in support of the Senator’s name being placed on the ballot.
B. In addition to lodging the petition, the Senator must also request in writing that her name appear on the ballot.
C. The decision whether her name will appear on the ballot is entirely Senator Clinton’s, but only if she has the supporting petition. Without it, she is powerless to decide; with it, her request, if she makes it, cannot be denied.
III. IS THE PETITION DRIVE UNDERWAY? IF SO, WHO IS DRIVING THE EFFORT?
A. The petition drive is well underway, and it is driven entirely by delegates and volunteers who feel it important that whether Hillary Clinton’s name appears on the ballot should be determined by the Senator herself, not by technicalities in Democratic Party rules. Hillary Clinton and her staff have had no role whatsoever in the petition drive; it has been a grass roots effort from start to finish.
IV. DO CLINTON’S PRIMARY AND CAUCUS VOTERS CARE ABOUT TWO-NAME VERSUS ONE-NAME BALLOT?
Certainly they do. Clinton primary and caucus voters are telling their delegates that if they don’t represent them by voting in an election where Clinton’s name appears on the ballot, they will have failed in their solemn obligation to carry the voters’ voices forward to Denver.V. WHAT BECOMES OF THE PETITION IF SENATOR CLINTON DECIDES NOT TO HAVE HER NAME PUT ON THE BALLOT?
It will live on as proof to future historians that Hillary Clinton declined to put her name on the ballot as a matter of choice, not because she was kept off the ballot by a technicality. The petition will also serve to memorialize those whose commitment to democratic principles led them to become signers of this historic document.

These are the Official Rules of the 2008 Call for the Democratic National Convention Regarding the Nomination of the Democratic Candidate for President:
Nomination of the Democratic Candidate for President: The Permanent Chair shall receive nominations from the floor for the Democratic candidate for the Office of President of the United States in the following manner:
a. Requests to nominate a presidential candidate shall be in writing and shall have affixed thereto the written approval of the proposed nominee and the name of the individuals who shall be recognized to make the nominating and seconding speeches on behalf of a presidential candidate and shall be delivered to the
Convention Secretary at a location as specified by the Secretary no later than 6:00 p.m. of the day preceding the day designated for the commencement of presidential nominations.b. Each such request must be accompanied by a petition indicating support for the proposed nominee signed by delegates representing not less than 300 or more than 600 delegate votes, not more than 50 of which may come from one (1) delegation. A delegate may not sign more than one (1) nominating petition for president and for vice president.
c. The order for nominating presidential candidates shall be determined by the National Chairperson of the Democratic National Committee, the Permanent Chair of the Convention and each presidential candidate, or his or her authorized representative, who qualifies to be nominated pursuant to this section.
d. Each presidential candidate shall be allowed a total of twenty (20) minutes for the presentation of his or her name in nomination by nominating and seconding speeches, the time to run without interruption from the recognition of the nominator.

I. UNITY AFTER THE CONVENTION DEPENDS ON HAVING A TWO-NAME BALLOT
Whether the Democratic Party emerges from its Convention unified, or broken beyond repair, depends, more than anything else, on whether the name “Hillary Clinton” appears on the presidential nominating election ballot. This technical issue has emerged as one of the most important keys to bringing as many as a thousand Clinton delegates behind Barack Obama, should he, as most expect, win the nominating election that is to be held in Denver on August 27th. There are a small number of delegates, maybe a hundred, who seem certain not to get in line behind the party’s presidential nominee, regardless of how the election is run, unless that nominee turns out to be Hillary Clinton. Hopes of bringing these hundred home to the Party are fading fast. A further few hundred Clinton delegates have already thrown their lot in with Obama, and seem determined to support him no matter what. They are not considered by the party establishment to be a problem. But in the vast middle ground lie the rest, the thousand or so men and women pledged to Clinton, who could, if convinced that they have been treated fairly, given their say and given their vote, be persuaded to back Barack Obama, should he emerge victorious from the August 27th election.
So these 1,000 are the key to unity. If only Obama’s name appears on the ballot, and that’s how he contrives his win (one person, one vote, one candidate), these middle-ground Clinton delegates will almost certainly not come on board. They say they will feel the election was rigged, their right to vote was denied, their own electorate was disenfranchised, and that they will not be able, in good conscience, to support a sham.
If, on the other hand, the August 26th election offers two genuine choices, and even if the favorite wins, though these delegates will not be pleased, they will, they say, be satisfied. They will have lost. They will accept it. They will fall in line and can be expected to cheer, maybe not so loudly as others, but cheer nonetheless, when Obama strides into history in Invesco Field the following day.
So for those who want our party to confront McCain in unity and in strength, the lesson is this: hold an open election, give half the party their votes, put two names on the ballot, and we will have unity. We will be strong. We will prevail.
II. HOW DO WE GET A TWO-NAME BALLOT? WHAT ROLE DOES A PETITION PLAY?
For Hillary Clinton’s name to appear on the ballot, Democratic Party rules require that two things must happen. First, there must be presented to the Secretary of the Convention a petition supporting the placement of Senator Clinton’s name in nomination, and this petition must be signed by not less than 300 nor more than 600 accredited delegates to the 2008 Democratic National Convention. The petitioners can be Clinton-pledged, Obama-pledged or Uncommitted. It does not matter for whom they intend to vote. But they must support the notion that the ballot should present to the voters a genuine choice, and if more than 300 say through their signatures that they favor a two-name ballot, the first of only two requirements for a legitimate election will have been fulfilled.
The second legal prerequisite to Senator Clinton’s name appearing on the ballot is that she must make a written request, also before 6pm on the 26th, that her name should so appear. Without a petition, her request will be ignored; with it, her request cannot be denied. So both are necessary, but the final choice is Senator Clinton’s to make. Her choice is available and her decision is binding, only if there is a supporting petition.
III. IS THE PETITION DRIVE UNDERWAY? IF SO, WHO IS DRIVING THE EFFORT?
The drive to gather 300+ signatures on the petition is well underway. It is entirely a grass roots effort by delegates and volunteers. Neither the Senator herself, nor any of her staff, have played even the smallest role in the gathering of the signatures. On the contrary, the effort is driven entirely by people in the trenches, most of whom are Clinton supporters, some of whom are Obama supporters, but all of whom believe that it is essential to democracy, unity and legitimacy of the election, that Clinton’s name appear on the ballot, should she so desire. Those behind the petition insist that Senator Clinton should have the choice, that she should not be kept off the August 27th ballot by a technicality.
IV. DO CLINTON’S PRIMARY AND CAUCUS VOTERS CARE ABOUT TWO-NAME VERSUS ONE-NAME BALLOT?
Indeed they do. Clinton voters across the country are telling their delegates they are under a solemn obligation to carry the electorate’s eighteen million voices to Denver. They are saying that if the delegates fail to register their votes for Clinton because her name does not appear on the ballot, the voters will feel that the system has failed them, the delegates have failed them, and that the party’s nominating process has completely ignored them and treated them as if they didn’t exist. They are very concerned that their preferences be fairly reflected in an open, two-names-on-the-ballot election.
V. WHAT BECOMES OF THE PETITION IF SENATOR CLINTON DECIDES NOT TO HAVE HER NAME PUT ON THE BALLOT?
It will live on as one of the most important documents in this most historic of elections. It will serve as proof to future generations that Hillary Clinton declined to put her name forward in August 2008 as a matter of choice, not because she was forced off the ballot. It will show that Senator Hillary Clinton had broad and passionate support, even up to the eve of Convention, and that her decision not to contest the election was hers, and hers alone. The petition will be copied, bound, and studied by future historians, so signers can be assured that their commitment to the democratic process will be documented and remembered for as long as woman and man have the ability to read.

Clinton has to be forced to do her job of representing the 18 million people who voted for her. Her backers have given her a total free pass on endorsing Obama in the face of so much documented fraud in the primaries. On top of that, she knows of his ties to Iraqi war profiteers, to oil company executives who financed his campaign in the beginning, and of course she’s well aware of his intention to represent the same criminals in Washington that he represented in Chicago.
The fact that there has been no sit-ins at her office, no press conferences demanding that she do her part to restore democracy to the Dem. Party, or announce an independent run is the biggest puzzle of this whole election. Does everyone think she would crumble if she were pressured by her own ranks? I think she’s been waiting for exactly that to happen, and it hasn’t, so she feels no justification to jump back in the race.
Without Clinton, the movement will spin its wheels with no productive outcome. McCain will likely be disqualified at the Republican National Convention, replaced with the Bush/Cheney successor ticket, and those boys will win against Obama regardless of PUMA, the Denver Group, I Own My Vote and all the rest.

If I lived on the east coast I would be getting arrested outside of DNC headquarters right now, demanding an investigation of the fraud and partisan campaigners like Dean and Brazile to be fired - or I would be getting arrested inside of one of Clinton’s offices, demanding her to live up to her responsibility. The shocking unethical and fraudulent behavior of the Democratic party has been largely ignored. Caucus cheating, assignment of delegates to a candidate that did not win them, and threats to HRC supporters must be addressed, or we will lose the fundamental principles that govern this nation. It is up to HRC supporters to force these issues to the forefront. Democracy is being violated, but most citizens do not even know what happened. Write to your local politicians and tell them you will vote them out for supporting Obama, and copy every Democratic leader possible. Start a fund to take out a full page ad in a major newspaper listing the offensive DNC and Obama campaign actions. Write to Senator Clinton and let her know you want her to be president rather than suggest you vote for an unqualified candidate. Make her understand that 18 MILLION voters backed her, and most, if not all, would still vote for her. Hire a lawyer to see if federal laws were broken. The superdelegates must be convinced that the outcome of their Obama vote will be *personally* negative for them. Right now, they hope for the benefit of Obama’s money and votes. They have forgotten that citizens can withhold money and votes. They must be reminded relentlessly over the next 3 weeks.

I agree. This is just a show then everyone’s expected to fall into line. Very, very disappointing what has come to pass. I don’t agree with this document at all. There has to be a a real allowing of Sen. Clinton to be the nominee, not a show. And because the DNC and others have indicated it won’t even be a s how — no unity.
This IS a real chance for name to be on the ballot, for real.
If the delegates who want Hillary on the ballot said what they really meant, like we’re free to do here on this blog, there would be zero chance of her name getting on the ballot. They have to play the game, it’s the only effective thing to do.
Remember what happened to the delegate for Hillary who said she wouldn’t vote for Barky- she was removed. This is a difficult game they are playing. I know Bill & Hillary have a plan- they’re both too smart to show what it is.
She said she was going to vote for McCain. As a party member, never mind a delegate - working against your own candidate means expulsion.
I am a long time HRC supporter, but I have to say, I too think she should be doing more to defy these clowns leading this party. What is she really doing now? Endorsing the airhead and trying to get us to do that too. Not me. I will never ever vote for OB because he is not a valid candidate and cannot lead my country. The fight should be fierce right now to get the nomination done correctly and to challenge the illegal, unethical ways that OB was handed the lead in delegates. Many of us want that fight, but HRC seems to have capitulated and for what reason we do not know. It is her time now and it may never come again. 4 years is a long time and much can happen. I feel the momentum leaving this cause and it is mainly because the person that the cause was all about seems to have another agenda. She should be as outraged as we are about the shameful way this primary was manipulated away from her. The fierce Clinton reputation is not being shown right now. My faint hope is that it all is a facade and that something big will happen before Denver to show me a different outcome. One that saves this country. Whether the Democratic Party emerges from its Convention unified, or broken beyond repair, depends, more than anything else, on whether the name “Hillary Clinton” appears on the presidential nominating election ballot.
I am not sure I understand this effort. I am completely in favor of having Hillary’s name put into nomination, but if it is “just” for the sake of appearances, then it is just another rigged part of the process. The deals have already been made, delegates have already been bought, and back-room agreements have been brokered. Do we really think the SD’s will make any kind of radical change in their preferences? And if they don’t, which I fully expect, does that mean that everyone is going to go: “Well hey, they agreed to put Hillary’s name in for nomination and we lost fair and square, so NOW I’ll support Obama?” The Party has already shown it’s cowardice and dishonesty–why would we expect an honest floor fight based on real voting? I don’t trust them at all, and just because her name is put into nomination–and if he SURPRISE SURPRISE wins, I will still not vote for him. I agree with you 100%, fif. Allowing Hillary’s name to be placed into nomination is a must. It’s the only democratic thing to do. But it does sound like it’s for appearance sake only, to soothe the angry, bitter Hillary supporters who feel oh-so-wronged.
It’s not just about Hillary anymore, though. It WILL NOT, and CAN NOT, erase the despicable behavior exhibited over the past year of the DNC, the media, and Obama and his campaign. I’ve been Indy all my voting life until last March, when I held my nose & switched to Dem, so I could vote for HRC in the PA primary.
The Saturday night prior to the PA primary, I attended a GOTV rally in McKeesport, PA that was hosted by John Murtha and Ed Rendell. I stood in the pouring rain for over an hour with my 2 teen-age daughters so we could see and hear HRC in person. HRC was wearing the same overcoat that you see in the photo on the header at TD’s website. Maybe that photo was taken at the GOTV rally the night that we saw her.
People seem to have a lot of questions about this petition drive. I don’t think that you should be so quick to squash discussion and dissent and fling unfouded accusations.

It’s the fascism Obama that makes this delegate petition necessary. Nominate from the floor? Too risky. The decision for Hillary to be on the ballot must be made before the convention.
Actually, the petition is a floor nomination petition. I mean that’s what the format of the 300-600 delegates rule is, for non-primary contenders to be nominated at the convention. So yes we need to make sure that we are able to nominate HRC regardless of what BHO and Pelosi and Dean “decide.” This petition gives us that ability regardless of them (unless of course they decide against the convention completely and barricade the doors against HRC supporters and delegates.)
If they are smart they’ll plan on putting HRC on the nominating ballot without requiring a presentation of petition…but, so far they haven’t shown any smarts at all.

I totally agree with you and thanks for the honesty and facts. While that petition sounds legit, there is something that makes me uneasy about where it really is coming from. I am so distrustful about anything related to party procedures that I’m bordering on paranoid. I think a floor nomination is the best way to be sure, or at least as a back up plan ready to go. And your right, this should be automatic with the amount of delegates that she won she should be on the ballot from the get go.Unfortunately we need to force the issue and get it done. He is NOT the confirmed candidate yet.It is very sad to see so many here calling others trolls, but it’s true we don’t know who is who anymore. What, in heavens name, would ever make you think that the DNC would think that you are all about unifying the party? Everything you post here is counterproductive to anything that would promote unity. The constant bitterness and hate spewed here sickens many I’m sure.

I am simply dismayed that you fill that a simple petition will stop obama. I believe that her suppoters should not stand down and should protest at the convention. Demand on national TV that a candidate that got over 18 million votes be place on the ballot. This behind the door stuff can be swep under thre rug to easy. The rock star and his party will have to make a public decision at that point.

You folks ought to realize that selecting party candidates has involved backroom deal making, political pressuring, and power brokering for as long as there have been political parties and politics. The Obama campaign does it. So did the Clinton campaign. That’s simply how it’s done.
If you want to blame somebody for the whole screwed-up 2008 primary mess, blame the legislators and governors of Michigan and Florida, who knowingly and deliberately broke the national rules of both parties by scheduling their primaries earlier than allowed by their respective party rules committees, despite the fact that they had been told in no uncertain terms and in advance of doing it that they would forfeit their convention delegates as a result. They went right on ahead, because they wanted to create advantages for themselves in their own state elections.
Don’t blame Clinton or Obama. They only attempted to maximize their delegate counts in the confused aftermath. Don’t blame the rules committee. They were left with a limited range of options, and any way they dealt with the situation someone was going to have a legitimate reason for complaint. If you want to blame somebody, blame Michigan and Florida. Suggesting systemic corruption running through the entire DNC because your own candidate happens to have come out in second place is letting the people really to blame completely off the hook.
Well and good if you can get Hillary on the convention ballot. Well and good if you make a floor nomination, and if she addresses the convention before a vote. What Florida and Michigan did created irregularities. An open vote with all delegates free to vote their consciences would restore an element of legitimacy to a process many are understandably unhappy with.

And here it is exactly what I was concerned about.
The DNC needs to know that we are not sitting on our B***, we are out on the streets telling everyone that will listen. 18 Million, on August 26 rallies across the US to let our voices be heard.
Today we passed out about 300 fliers (last two weeks another 500 + posting in shops) in the hot sun. Our group had about 7 people passing them out. We had one disabled lady who walked the walk and was the most effective in the group.
So, the DNC has mobilized us and we haven’t gotten over it yet, and if they keep her off the ballot, we will gain more support. Many people are happy to learn that there are groups who are working to get Hillary her respect and the respect of the 18 million voters (Hillary earned the RIGHT TO BE ON THE BALLOT!) and they are watching. Those of us hitting the streets are mad as ever, but we are meeting folks just as mad who haven’t linked up to groups yet!
Next time we go out we will print contact groups and blogs to assist them and to get them involved on a more grass roots level.
So, Hillary Hang on Help is on the way, we haven’t given up and you keep your head up and continue to do your work as a senator. People know who does the work and who shows up for photo opts.

Reading the posts on this thread was actually rather scary. Everyone needs to understand a few really important things:
1) Right now Team Obama is calling the shots at the DNC. Elected Clinton delegates have been replaced for speaking their minds. These people cannot come out and say “It’s either Clinton or McCain”, or they will also be replaced.
2) Hillary cannot win it if she is not placed in nomination. If you want to take it on faith that Howard Dean, Nancy Pelosi, Donna Brazile, et al will do the right thing or follow the rules, go right ahead. I am unwilling to take that chance and support this petition whole heartedly. Even if she is placed in nomination properly, that does not mean I will vote for Obama in November or that anyone expects you to do so.
3) Calling each other trolls is exactly what Team Obama wants us to do. Start some internal argument and create discord so they lose focus (Operation Chaos, anyone?) on their real goal. If trolls are allowed to post on No Quarter, so should others who don’t understand the intricacies of the political process or don’t agree with you. Freedom of speech rules here.
4) Your local elected official that is/was a Clinton supporter has been threatened by Team Obama. They have been told that they will not get backing for their next election, and that a Democratic opponent will be running against them that has full party backing. Count on the fact that this has happened. If you think they can get elected with your $25 donation, when their opponent is being funded by the likes of George Soros, you’re politically naive. Call them, and tell them they’ll still have you vote if they support Clinton. Contact your state delegates (elected/pledged and automatic/super) and tell them you support them voting for Clinton. Tell them you’ll vote them out of office if they don’t. Tell them you’ll make it your mission in life to see they never hold political office again if they support Obama. That’s what the other side has done. Guaranteed.
5) Stick together and stay strong! Speak truth and you will get truth. PUMA!

I want Hillary’s name in nomination at the convention, but I will never support Obama. He is unqualified, and would be a disaster for this country. McCain would be a better President. The only way I will vote Democrat this year is if Hillary has the nomination.
IHope Hillary does not let us all down on this on. We have no need of a King running our country. Especially one who can not make up his mind as to where he stands on policy. This seems to be the only way he knows how to win an election. Remove all you opponents from the ballot and give the public the unlimited choice. NO CHOICE!! I still say, Clinton will be the nominee,and will be the next President. Hillary had a chance to fight this to the next committee members,and she didn’t.. She would have probable won her case. Since when does someone get 4 extra delegates that belonged to Hillary,and was given to Obama.
