The only time they can really affect the race is when the pick is a bad one (Think Bush 41's pick of Dan Quayle or George McGovern's selection of Thomas Eagleton ... and even then Bush 41 managed to win in 1988.). The best VP selection is one that generates no controversy, that shores up a perceived area of weakness in the presidential candidate, and that can maybe help deliver a key state or two. By those standards, Obama's selection of Biden wouldn't normally be considered a bad pick. It meets two of the three criteria I mentioned, although Biden probably doesn't help in any specific red state or swing state.
