Although I really cannot stand Chertoff and Bush was an arrogant slob while Katrina was happening, you do have to keep in mind that the levee break happened a day AFTER Katrina blew through. Everyone -- everyone -- was breathing a sigh of relief and got caught unawares. Also no natural disaster on this scale has happened in the U.S. and there was going to be a learning curve. Not clear a Dem adminstration would've been a whole lot faster. Some faster, ok, but not perfect.
