I worked with homeless families for a stretch back in the 80&#039;s. They were &quot;sheltered&quot; in welfare hotels and congregate facilities, i.e., warehouse style with three feet between the beds assigned to each family.

The cost of these temporary solutions is obscene and astromomical, both in terms of money and the toll on the families.

Some personal highlights:
Children sleeping in cardboard boxes, sheltered in hotel rooms for which the city was paying thousands of dollars per week (for each room)...
Walking through the hallways of a welfare hotel, and being stopped by a small girl of about 7 or 8, who said, &quot;Lady, be careful, there are rapers in this building&quot;...
Walking out onto the streets of the South Bronx and being struck by the relative QUIET of the mean streets in contrast with the constant noise level of the congregate shelter where men, women and children ate and slept and lived in quarters with less personal space that we require for animals...
Children who were marginzalized by teachers who refused to even attempt to teach them or provide school materials - like books - because they were only in the school temporarily...

While some of these families were homeless due to poor choices made by the adults, even more were homeless due to problems including displacement related to increased rents or fire, job loss, illness or domestic violence. Regardless, the children, who suffered greatly, were always the innocents.

He&#039;d rather spend $800,000 fighting a law suit.....
