I’ve seen the same in the company I work for (and it is still the best company I’ve ever worked for). These ladder-climbers think they’ve done enough and rest on their laurels (really just another fancy word for backside) while taking all the credit for the work of subordinates. Fortunately these types are few and often get promoted to positions where they can do no lasting harm.
