		<description>The current regime&#039;s intelligence policies are insane, but that does not explain the numerous failures of our intelligence agencies. These go all the way back to Pearl Harbor and before. They always involve the same problems of failure to share and failure to understand the information in hand. None of the reforms of the last 70 years have made any impact on the agencies. </description>

		<description>So, what we&#039;re saying is that when the underwear bomber was captured and Obama said, &quot;Call in the HIG!&quot; that Holder stepped in and read the bomber his rights and gave him a lawyer so that no one would have to admit that, despite a year old&#160;Executive Order, a HIG ws never actually created?&#160; Sounds about right to me. </description>

		<description>All too true, but I think we&#039;re a bit schizophrenic about intelligence services in this country: we know we have to have them but we don&#039;t really want to know &#039;how the sausage gets made&quot;. This leaves a large gray area for all kinds of ugly operations and policies to take place - no one wants to know.&#160;
It amounts to a fundamental courrption of intent, this in turn, creates an environment of distrust over and above the natural distrust intrinsic to an intelligence agency.
We really can&#039;t claim to be surprised by this behavior, it&#039;s happened over and over again since Bill Donovan created the OSS. We&#039;ve never taken effective oversight action so why would we expect our intelligence community to act &#039;responsibly&#039; when there are apparently no repercussions for the endless CYA dance? </description>
