People pay in a lot more than goes out, at least they have over the years, and Congress looks and sees that the money isn't needed this year, so they take a few billion for some other project. If insurance companies did that, they would go to jail. It is outright theft. I say never mind "fixing it", just reimburse the fund for what was stolen out of it..with interest.
