Charlie Gibson, The Bush Doctrine (Strategy) And Palin (Updated)

abc_palin_16_080911_mc.jpgThis is a rebuttal to Charlie Gibson’s question about the Bush Doctrine he posed to Sarah Palin. First I must state emphatically there there is no Bush Doctrine. ( I stand corrected, there are several Bush Doctrines according to Charles Krauthammer in an article titled Charlie Gibson’s Gaffe.) The “Bush Doctrine” is a phrase that has been much touted by mainstream media to describe Bush’s foreign policy. From Wikipedia:

The Bush Doctrine is a phrase used to describe various related foreign policy principles of United States president George W. Bush, created in the wake of the September 11, 2001 attacks.

Gibson in my opinion was disingenuous when he posed the question to Governor Palin, a way to trip her up so to speak. It was as close to an unsubstantiated half truth as Gibson could come by.

Bush has never proposed a doctrine that was written into the Congressional Record. Bush’s doctrine is a pseudo-doctrine. Since it his belief in the strictest terms of the definition it is a “doctrine”, again not an “official” one.

Actually, Bush’s “doctrine” is a strategy. More on that:

President Bush’s September 2002 “National Security Strategy of the United States” declares that the U.S. “must adapt the concept of imminent threat to the capabilities and objectives of today’s adversaries.”

The security strategy reads: “The greater the threat, the greater is the risk of inaction — and the more compelling the case for taking anticipatory action to defend ourselves, even if uncertainty remains as to the time and place of the enemy’s attack.”

ck.jpgThere appear to be more Bush Doctrines over his eight years as president. Krauthammer defines them for us:

I know something about the subject because, as the Wikipedia entry on the Bush doctrine notes, I was the first to use the term. In the cover essay of the June 4, 2001, issue of The Weekly Standard titled, “The Bush Doctrine: ABM, Kyoto, and the New American Unilateralism,” I suggested that the Bush administration policies of unilaterally withdrawing from the ABM treaty and rejecting the Kyoto protocol, together with others, amounted to a radical change in foreign policy that should be called the Bush doctrine.

Then came 9/11, and that notion was immediately superseded by the advent of the war on terror. In his address to Congress nine days later, Bush declared: “Either you are with us, or you are with the terrorists. From this day forward, any nation that continues to harbor or support terrorism will be regarded by the United States as a hostile regime.” This “with us or against us” policy regarding terror — first deployed against Pakistan when Secretary of State Colin Powell gave President Musharraf that seven-point ultimatum to end support for the Taliban and support our attack on Afghanistan — became the essence of the Bush Doctrine.

Until Iraq. A year later, when the Iraq War was looming, Bush offered his major justification by enunciating a doctrine of pre-emptive war. This is the one Charlie Gibson thinks is the Bush doctrine.

It’s not. It’s the third in a series and was superseded by the fourth and current definition of the Bush doctrine, the most sweeping formulation of Bush foreign policy and the one that most distinctively defines it: the idea that the fundamental mission of American foreign policy is to spread democracy throughout the world. It was most dramatically enunciated in Bush’s second inaugural address: “The survival of liberty in our land increasingly depends on the success of liberty in other lands. The best hope for peace in our world is the expansion of freedom in all the world.”

Krauthammer had more to say on “The Bush Doctrine”:

If I were in any public foreign policy debate today, and my adversary were to raise the Bush doctrine, both I and the audience would assume — unless my interlocutor annotated the reference otherwise — that he was speaking about Bush’s grandly proclaimed (and widely attacked) freedom agenda.

Not the Gibson doctrine of pre-emption.

Not the “with us or against us” no-neutrality-is-permitted policy of the immediate post-9/11 days.

Not the unilateralism that characterized the pre-9/11 first year of the Bush administration.

There have been many doctrines over the years but they have been written up with the express purpose of being made a part of the Congressional Record or made part of an official record with in another governing body. Here is a small smattering of those doctrines, we should remember them from history class. Examples include the Monroe Doctrine, the Stimson Doctrine, the Truman Doctrine, the Eisenhower Doctrine, the Nixon Doctrine, the Brezhnev Doctrine, and the Kirkpatrick doctrine.

The definition of doctrine as it applies to foreign relations is this:

In matters of foreign policy, a doctrine, also known as dogma, is a body of axioms fundamental to the exercise of a nation’s foreign policy. Hence, doctrine, in this sense, has come to suggest a broad consistency that holds true across a spectrum of acts and actions. Doctrines of this sort are almost always presented as the personal creations of one particular political leader, whom they are named after.

The Eisenhower Doctrine is one example of a doctrine that was given in an address to Congress. Since it was addressed to Congress it would have been written into the Congressional Record. More on that here:

The Eisenhower Doctrine, given in a message to the United States Congress on January 5, 1957, was the foreign policy of U.S. President Dwight D. Eisenhower. The Eisenhower Doctrine required Congress to yield its traditional war-making power to the president. The doctrine stated that the United States would use armed forces upon request in response to imminent or actual aggression to the United States. Furthermore, countries that took stances opposed to Communism would be given aid in various forms.

Krauthammer had this to add to the discussion on “doctrines”:

Presidential doctrines are inherently malleable and difficult to define. The only fixed “doctrines” in American history are the Monroe and the Truman doctrines, which came out of single presidential statements during administrations where there were few conflicting foreign policy crosscurrents.

I do however think that Governor Sarah Palin’s response to Gibson in the ABC Interview was pretty good. Krauthammer agrees. He said this about Palin:

Yes, Palin didn’t know what it is. But neither does Gibson. And at least she didn’t pretend to know — while he looked down his nose and over his glasses with weary disdain, “sounding like an impatient teacher,” as the New York Times noted. In doing so, he captured perfectly the establishment snobbery and intellectual condescension that has characterized the chattering classes’ reaction to the phenom who presumes to play on their stage.

She had this to say:

“Charlie, if there is legitimate and enough intelligence that tells us that a strike is imminent against American people, we have every right to defend our country,” Palin told ABC News’ Charles Gibson. “In fact, the president has the obligation, the duty to defend, and that’s what a McCain-Palin administration would do.”

If you take this statement in context with history, the bombing of Pearl Harbor, then her answer is exactly correct. With solid intelligence if we were going to be bombed on American soil or even places like American Samoa, then we must strike because it is a real danger to our pursuit of life, liberty, and happiness.

She did stop short of accepting Bush’s strategy as one that the McCain/Palin ticket embrace fully. And for me that is fine.

Since ABC seemed to be questioning Palin’s line on the Bush strategy, McCain’s camp responded in this manner,

Asked if Palin’s bar for the use of force is higher than the one contained in the Bush Doctrine (again it is not a doctrine, it is a strategy), the McCain-Palin campaign said that it was a highly conceptual question that Sen. John McCain, R-Ariz., himself may have never answered and that it was going to let Palin’s interview with Gibson stand on its own.

The McCain campaign also explained Palin’s unclear stance on the Bush Doctrine by telling ABCNEWS.com that Gibson’s question was asked in the abstract and not in the context of an Iraq war which the Republican presidential nominee has consistently supported.

McCain showed his faith in Palin tonight. A very strong stance to take despite Gibson’s half truth he and others in the media have perpetuated over the years since 9/11. Bush has no doctrine, he has a strategy!

Maybe it is time for some continuing education units on journalism, Charlie Gibson, maybe then your interview would be considered unbiased and truthful!

          I think the obama campaign would love that because it would change the discourse and have the msm return to the 24/7 obama love fest. However it would not work because it would reinforce the public perception of how weak a leader obama would be.
          Further more Hillary would never attach her star to a falling politician it would be political suicide for her. I don’t think Hillary would take one for the good of Obama, maybe the party but not a narcissistic fraud being perpetrated on the public.

          The question that Gibson asked, or if he asked do you agree with the Bush Doctrine or do you disagree with the Bush Doctrine, or even what are your personal opinions of the Bush Doctrine, in a court of law would all be objectionable and the question stricken from the record for the reason that any question including the words Bush Doctrine assumes facts not in evidence, is conjecture and lacks foundation. Not until the term Bush Doctrine can be defined, can the question itself be asked and answered with any meaningful and intelligible response. Palin handled the response the way an attorney would and did not fall into the trap of answering an improper formatted questions to give the media a sound bite. That to me shows she possesses a quick, sharp and analytical mind, able to think and reason before she speaks, thinking ahead, yet having the words uttered sound purely extemporaneous.

I grew up hearin about CARLA as a kid and I’m wonderin like you are if this is the ” BIG ONE ” they have been predicting for 20 yrs. Friend is OK we are upstate in the future soak zone….But have lots of friends in Houston and old neighbors on the Penninsula….I’m going to try and go to Mass tonight….Galveston is such a GREAT OLD TOWN & Bolivar was a kids huckleberry dream to summer in….(sigh)
                    Folks put too much faith in the Sea Wall which they should have rebuilt years ago….17 ft. won’t hold this one I’m afraid.

          Gibson is either a liar or a lightweight. Remember how he hammered Obama and Hillary about raising capital gains taxes? He made a big point of saying that cutting capital gains raises revenues. That is technically correct, but what he didn’t say – or more likely didn’t know – was that while cutting taxes can lead to increased economic growth which in turn leads to higher revenues for the government, this NEVER makes up for what is lost by the tax. At best, a capital gains tax cut will make up for half of what is lost. That is why Reagan and Bush’s tax cuts ballooned our deficit. Here are the facts about this lie that we keep being told:

        I can’t say I’d be surprised if this happened but I truly feel it would be the beginning of the end of Hillary’s dream of ever being POTUS.

        I believe this ship has sailed and at this point, even if Hillary does the unthinkable and becomes the VP for Barry, my vote will still go to McCain/Palin.

        I do not trust Barry and there is nothing that will convince me to vote for him EVER!

My own vote won’t be so much for McCain as a vote against Obama and his DNC facilitators. I don’t think the polls are yet measuring this among registered Democrats…and it’s not only women who are resisting.

    Charlie Gibson was asking for an “existential” answer to one of his many “existential” questions. The Obama Youth Brigade is so delighted with Sarah’s perceived failure to answer the question immediately. Older and wiser voters probably appreciate the fact that she is measured, deliberate and thoughtful in her responses. Plus, she would not allow Gibson to bully her into rapid fire answers to his media elite “existential” questions. Thanks Charlie for delivering the Obamam campaign talking points via an irritated professor interview. Will you be asking Messiah Obama or Joe Biden similar questions? Could you please ask Obama his “existential” view on a divided Jerusalem or Israel’s right to exist compared with his words of praise and support for the late Edward Said?

      The more people that read comments like some of those over there, the further Obama’s star will fall and he will go down in the polls. How many times have you heard people warn them that their vile is moving people away from Obama? Yet, they keep it going. I read an article basically saying if Obama looses the election, he need go no further than his own home with Michelle and her hatred of America comments.     I think we’re beating up on Gibson too much. Gibson gave a good interview. I mean he ALWAYS looks bored.

    As for the doctrine question- she handled herself. She did good on the interview. She was strong and deliberate. She didn’t get a flustered as Obama can get sometimes and she held her own.

    My only suggestion is that she be more like herself. Keep the taking points, but try to let her personality show. The questions about God you could tell she was being genuine. She needs more of that.

      I agree. He had to be tough. I don’t mind tough. No she didn’t ace it like her speech, but she handled herself and the questions well. She’s no dummy. Clearly, she’s a quick study, processes and retains information well.

      The only thing that I will say about Gibson was that I heard him ‘sigh’ audibly at one point, that’s a sure sign when a man is not getting his way intellectually with a woman. And I really hated that ‘blizzard’ remark.

      Is he kidding? Apparently, they never listen when 0bama speaks. He uses a lot of interjections and phrases that are meant to dodge the answer. Things like: “First of all” and then right after something like: “and this is an area that I understand well” then digresses about that for several sentences before saying something like, “but this notion is something we have to be clear on..” yada, yada, yada…. And of course in the midst of all that hedging are dozens of ‘uhs’.

      Sarah did none of that. She answered in a direct way, using the same tactics that most politicians use bringing the focus of the subject to where she wanted. She was right to ask for clarification of the Bush Doctrine and I think her answer was good. I recommend reading the transcript on paper. It’s well done. Especially because, as someone else pointed out, the word Bush and doctrine should never be used in the same sentence. It’s an oxymoron.

      I gave Sarah a B+. I give Charlie a B-.

Yes, I respond to email in my days to day professional life, but most are forwarded to my staff telling them to please handle.

      It both sounded and I’m sure, felt like a trap to get her to say something that could easily be spun by the media to slam her.

      The woman has been attacked daily by the media, the pundits, obama and the obamabots in the most visceral way since she was announced as McCain’s VP selection. Don’t you think you’d err on the side of caution before answering a question that could have easily been interpreted in several different ways, if it were you? Remember, women aren’t allowed to give a wrong answer, no matter how the question is framed. BO gets pass after pass, when he screws up.

      Hell, I’ve never heard of the “Bush Doctrine” but I have heard of the memo written back in the mid-90′s entitled “Pact For the New American Century”, which is what this so-called “bush doctrine” is based on.

      Now, if Gibson had mentioned that memo, which has been in the news, then I believe Palin would have understood what his question was and answered it appropriately.

      Trying to trip someone up and when they hesitate making an even bigger mistake by answering without being certain of what they are being asked, is exactly the kind of thoughtful public servant I want in the White House.

In all my years (41) of voting straight democratic I will not vote for anyone with a D behind their name again with the very limited exception of those true supporters of Senator Clinton. The mass news media has become the most anti-American news I have ever witnessed in my lifetime. To try and smear or belittle Gov. Palin when Obama has NO EXPERIENCE and has never been asked a hard question by any news media is beyond ridiculous. I really don’t care what the rest of the world thinks about our country or our elections. It is our country and we as Americans know when we are being hoodwinked. If a black man or woman is to ever become our U.S. President, then the party that presents him better make sure he has the qualifications and good moral judgement needed before they run him or her. I wouldn’t elect Obama to any position within any government office be it federal or state. His qualifications are nil. His associations are totally anti-American. Obama is anti-American.     Off Topic, but important for those in the southern United States. We have seen in an increase in gas in the last 24 hrs, in the state of TN, of .85- Last night when I drove home, gas was 3.55, today after I came out from grocery shopping it was $4.20, diesel, is 6.00 at osme stations; the southern states are reacting to the hurricane and opec issues; causing a run on gas, as well as some gas stations now running out. Just a note to elt folks know what was going on, as I have no idea if this will be in the sms. We are getting gouged to death right now in Eastern TN. The station I saw near the shopping center, had over 100 cars waiting to fill up, because their gas is only 3.99. Heads up friends. I’m west of Knoxville, my brother is W of Nashville,and hour behind in time zone, and their prices were raised again in the last hour.

    I rarely watch any of US media shows, even PBS, and prefer to get my news from the BBC, Le Monde, The Japan Times, das Spiegle etc. Many foreign language websites have English versions. They may not be perfect but they do give one information and a different perspective.

    Several points about this interview:
    1. There is a distinct difference between asking pertinent, at times, tough questions and the manner by which they are delivered. The fact that Gibson did not bother to confirm the multiple interpretations of the Bush doctrine, reveals his intent to put Palin off balance, and undermine both her competence, her demeanor, and her intelligence.
    The majority of the public will not crucify her for not having a complicated understanding of the doctrine, because it appears Gibson doesn’t either. They will however take note of her resilience in the face of an interviewer that attempts to diminish her right from the beginning.

    2. While one is watching Palin for the first time, the primary question to entertain is this? Does this person maintain an unrelenting wish to handle her responsibilies as VP, and possibly as President, with honour, ability, focus, and resilience in the face of complex matters that face her country and the world at large? This is how the public has already begun to view Palin, and I suspect that this interview and those to come will continue to confirm. Her knowledge base, and by extension her acquired ability , as compared to her innate ability, will accelerate in accordance to her determination. Keep posted and you will see.

Highly popular JROTC programs are summarily banned, despite the popularity among students and parents who do seek structure, discipline and character building in their lives. As the mayor proclaims everyone is welcome in San Francisco, the City Council blocks a Christian organization from renting convention space in the city. Recently, investigation has begun into potential violations of federal law of certain city officials who under the guise of proclaiming San Francisco a sanctuary city for illegal immigrants that they not only acted as accessories to felonious drug dealing by illegals but conspired to protect them from prosecution by providing housing and shelter outside the city at taxpayer expense.

      The leftist “progressive” government is one that no longer feels that it governs with the consent of the governed, that inalienable rights are no longer vested in the people.     The important thing about Charlie Gibson’s question concerning “the Bush Doctrine” is that it revealed something important about how Sarah Palin operates.

    She could have simply asked for a clarification of the term before responding. Instead, she suspected she didn’t know something, and tried to b.s. her way around the problem. This is not the way I want to see someone who could potentially become president respond to a lack of information or uncertainty..

    “The Bush Doctrine”, btw, does refer to several quite specific changes in U.S. policy Bush made following 9/11. Any knowledgeable strategist, political commentator, national politician, national newscaster, or historian would have had a very clear understanding that the question referred to one of those dramatic departures from earlier policy, and probably would have guessed pre-emtpive military action was the most likely topic, considering that we’re still deeply involved in the results of one such action.

    Worse still was her genuinely frightening response to Gibson’s question about NATO membership for the Republic of Georgia, and how easily that might lead to war with Russia. Her answer came too damm quick for comfort, when you consider what “war with Russia” actually implies.

          Insults don’t actually make any of the points I’ve made go away.

          I’ve taken a critical look at Barack Obama just like the other candidates. There are flaws and uncertainties concerning him as well, but he’s who I’ve come to support after considering all things. My primary motivation is that I believe republican foreign and domestic policy have produced some very bad results, and that 4 more years of the same will make our national situation far worse.

          I like Obama’s social agenda. I very much like his alternative energy agenda, which I believe is the one thing that can turn us toward renewed growth and long-term prosperity. It can permanently reverse the flood of cash going abroad, address global climate change, defund the damned Islamic fundamentalists, and avoid future military competition with China over dwindling global oil supplies. In addition, it will provide thousands of permanent green jobs in the U.S. while we’re making the transition, providing an immediate economic stimulus while actually paying for something permanently useful. 10-15 years down the road, we could have inexhausatable, abundant cheap energy, which would revitalize our manufacturing base. For all of that, I can overlook the few things about Barack Obama that I don’t like. McCain/Palin don’t offer us those things.

    I was very offended by how Gibson held himself – his mannerisms etc. – towards Palin vs. how he held himself towards Obama. With Palin, he sat upright – and looked down on her. And frowned. But with Obama, he sat back, relaxed. And he was so rude to Palin when he characterized one of her answers as a “blizzard of words”. What a MSP.

      The United States of America launched a massive invasion against a nation halfway around the world that had not attacked us, had no connection with people who had attacked us, and that lacked any capability to attack us. We destroyed their military and their national infrustructure and set up a sympathetic government, which hanged the nation’s former leaders. We then allowed the country to descend into a prolonged civil war, during which uncounted thousands of civilians perished and millions were displaced. Over 5 years later we remain as an occupying army.

      This is an example of that specific part of The Bush Doctrine that has made pre-emptive military action a part of the new American global strategy.

      It sure as hell seems like a little more than a “liberal buzzword” to me.

Do you believe we can afford a new cold war with Russia? We’ve nearly bankrupted ourselves just pursuing the war in Iraq. Meantime, our reliance on Middle Eastern oil is transfering billions away from us in a tidal wave of cash.

      That, unfortunately, is our current reality. Jeez, we can’t even control our own borders and the ungoing invasion of our own homeland. We need to get our own country in order before we worry about spreading democracy abroad. If we don’t, we may not have democracy at home for much longer.

So many people just spewing hatred, well it’s coming from their candidate. Did anyone also pick up on BO’s remarks during the forum last night at Columbia University about what a mayor does. He said he respects mayors and (paraphrasing) they fix potholes, pick up garbage and trim trees. Whatt?

      And I like Whoopi, but that slave remark was completely off base. How the hell do you get re-institution of slavery from McCain saying he wants judges that strictly interpret the constitution? The truth is that only Congress has the power to amend the constitution, and if the DEMS were really serious about abortion I have a feeling they would have passed SOMETHING by now.

      Even if someone was crazy to try to re-enslave Whoopi, it says right there, and most Americans can recite it:

      “…all men are created equal.”

    Gibson turned an interview into a cross-examination. He repeated the “Bush Doctrine” (which is more liberal media speak than anything else) question three times from the clip that I saw. I guess he expected her to slip up and say something different. Obviously, the aim is connect Palin to Bush. But Palin’s philosophy seems clearly more like Reagan. Talk tough, don’t blink and carry a big stick. But only use the big stick when necessary. The bad part is that Reagan did under-the-table negotiation with some disreputable parties, but since Obama is also a Reagan fan who also has unsavory fans in some part of the world, he has no advantage over Palin in the foreign policy arena.

    People need to read this op ed piece by Charles Krauthammer in the Washington Post. Obviously Gibson and the N.Y. Times and the other left media really do not know what they are talking about–there have been four Bush Doctrines–so Palin asking Gibson which one he was referring to makes perfect sense.

    GIBSON: Governor, let me start by asking you a question that I asked John McCain about you, and it is really the central question. Can you look the country in the eye and say “I have the experience and I have the ability to be not just vice president, but perhaps president of the United States of America?”

    PALIN: I do, Charlie, and on January 20, when John McCain and I are sworn in, if we are so privileged to be elected to serve this country, will be ready. I’m ready.

    GIBSON: And you didn’t say to yourself, “Am I experienced enough? Am I ready? Do I know enough about international affairs? Do I — will I feel comfortable enough on the national stage to do this?”

    PALIN: I didn’t hesitate, no.

    GIBSON: Didn’t that take some hubris?

    PALIN: I — I answered him yes because I have the confidence in that readiness and knowing that you can’t blink, you have to be wired in a way of being so committed to the mission, the mission that we’re on, reform of this country and victory in the war, you can’t blink.

    So I didn’t blink then even when asked to run as his running mate.

    GIBSON: But this is not just reforming a government. This is also running a government on the huge international stage in a very dangerous world. When I asked John McCain about your national security credentials, he cited the fact that you have commanded the Alaskan National Guard and that Alaska is close to Russia. Are those sufficient credentials?

    PALIN: But it is about reform of government and it’s about putting government back on the side of the people, and that has much to do with foreign policy and national security issues Let me speak specifically about a credential that I do bring to this table, Charlie, and that’s with the energy independence that I’ve been working on for these years as the governor of this state that produces nearly 20 percent of the U.S. domestic supply of energy, that I worked on as chairman of the Alaska Oil and Gas Conservation Commission, overseeing the oil and gas development in our state to produce more for the United States.

    GIBSON: I know. I’m just saying that national security is a whole lot more than energy.

    PALIN: It is, but I want you to not lose sight of the fact that energy is a foundation of national security. It’s that important. It’s that significant.

    GIBSON: Did you ever travel outside the country prior to your trip to Kuwait and Germany last year?

    PALIN: Canada, Mexico, and then, yes, that trip, that was the trip of a lifetime to visit our troops in Kuwait and stop and visit our injured soldiers in Germany. That was the trip of a lifetime and it changed my life.

    GIBSON: Have you ever met a foreign head of state?

    PALIN: There in the state of Alaska, our international trade activities bring in many leaders of other countries.

    GIBSON: And all governors deal with trade delegations.

    PALIN: Right.

    GIBSON: Who act at the behest of their governments.

    PALIN: Right, right.

    GIBSON: I’m talking about somebody who’s a head of state, who can negotiate for that country. Ever met one?

    PALIN: I have not and I think if you go back in history and if you ask that question of many vice presidents, they may have the same answer that I just gave you. But, Charlie, again, we’ve got to remember what the desire is in this nation at this time. It is for no more politics as usual and somebody’s big, fat resume maybe that shows decades and decades in that Washington establishment, where, yes, they’ve had opportunities to meet heads of state … these last couple of weeks … it has been overwhelming to me that confirmation of the message that Americans are getting sick and tired of that self-dealing and kind of that closed door, good old boy network that has been the Washington elite.

    GIBSON: Let me ask you about some specific national security situations.

    PALIN: Sure.

    GIBSON: Let’s start, because we are near Russia, let’s start with Russia and Georgia.

    The administration has said we’ve got to maintain the territorial integrity of Georgia. Do you believe the United States should try to restore Georgian sovereignty over South Ossetia and Abkhazia?

    PALIN: First off, we’re going to continue good relations with Saakashvili there. I was able to speak with him the other day and giving him my commitment, as John McCain’s running mate, that we will be committed to Georgia. And we’ve got to keep an eye on Russia. For Russia to have exerted such pressure in terms of invading a smaller democratic country, unprovoked, is unacceptable and we have to keep…

    GIBSON: You believe unprovoked.

    PALIN: I do believe unprovoked and we have got to keep our eyes on Russia, under the leadership there. I think it was unfortunate. That manifestation that we saw with that invasion of Georgia shows us some steps backwards that Russia has recently taken away from the race toward a more democratic nation with democratic ideals. That’s why we have to keep an eye on Russia.

    And, Charlie, you’re in Alaska. We have that very narrow maritime border between the United States, and the 49th state, Alaska, and Russia. They are our next door neighbors.We need to have a good relationship with them. They’re very, very important to us and they are our next door neighbor.

    GIBSON: What insight into Russian actions, particularly in the last couple of weeks, does the proximity of the state give you?

    PALIN: They’re our next door neighbors and you can actually see Russia from land here in Alaska, from an island in Alaska.

    GIBSON: What insight does that give you into what they’re doing in Georgia?

    PALIN: Well, I’m giving you that perspective of how small our world is and how important it is that we work with our allies to keep good relation with all of these countries, especially Russia. We will not repeat a Cold War. We must have good relationship with our allies, pressuring, also, helping us to remind Russia that it’s in their benefit, also, a mutually beneficial relationship for us all to be getting along.
    Sarah Palin on Russia:

    We cannot repeat the Cold War. We are thankful that, under Reagan, we won the Cold War, without a shot fired, also. We’ve learned lessons from that in our relationship with Russia, previously the Soviet Union.

    We will not repeat a Cold War. We must have good relationship with our allies, pressuring, also, helping us to remind Russia that it’s in their benefit, also, a mutually beneficial relationship for us all to be getting along.
    GIBSON: Would you favor putting Georgia and Ukraine in NATO?

    PALIN: Ukraine, definitely, yes. Yes, and Georgia.

    GIBSON: Because Putin has said he would not tolerate NATO incursion into the Caucasus.

    PALIN: Well, you know, the Rose Revolution, the Orange Revolution, those actions have showed us that those democratic nations, I believe, deserve to be in NATO.

    Putin thinks otherwise. Obviously, he thinks otherwise, but…

    GIBSON: And under the NATO treaty, wouldn’t we then have to go to war if Russia went into Georgia?

    PALIN: Perhaps so. I mean, that is the agreement when you are a NATO ally, is if another country is attacked, you’re going to be expected to be called upon and help.

    But NATO, I think, should include Ukraine, definitely, at this point and I think that we need to — especially with new leadership coming in on January 20, being sworn on, on either ticket, we have got to make sure that we strengthen our allies, our ties with each one of those NATO members.

    We have got to make sure that that is the group that can be counted upon to defend one another in a very dangerous world today.

    GIBSON: And you think it would be worth it to the United States, Georgia is worth it to the United States to go to war if Russia were to invade.

    PALIN: What I think is that smaller democratic countries that are invaded by a larger power is something for us to be vigilant against. We have got to be cognizant of what the consequences are if a larger power is able to take over smaller democratic countries.

    And we have got to be vigilant. We have got to show the support, in this case, for Georgia. The support that we can show is economic sanctions perhaps against Russia, if this is what it leads to.

    It doesn’t have to lead to war and it doesn’t have to lead, as I said, to a Cold War, but economic sanctions, diplomatic pressure, again, counting on our allies to help us do that in this mission of keeping our eye on Russia and Putin and some of his desire to control and to control much more than smaller democratic countries.

    His mission, if it is to control energy supplies, also, coming from and through Russia, that’s a dangerous position for our world to be in, if we were to allow that to happen.
    Sarah Palin on Iran and Israel:

    GIBSON: Let me turn to Iran. Do you consider a nuclear Iran to be an existential threat to Israel?

    PALIN: I believe that under the leadership of Ahmadinejad, nuclear weapons in the hands of his government are extremely dangerous to everyone on this globe, yes.

    GIBSON: So what should we do about a nuclear Iran? John McCain said the only thing worse than a war with Iran would be a nuclear Iran. John Abizaid said we may have to live with a nuclear Iran. Who’s right?

    PALIN: No, no. I agree with John McCain that nuclear weapons in the hands of those who would seek to destroy our allies, in this case, we’re talking about Israel, we’re talking about Ahmadinejad’s comment about Israel being the “stinking corpse, should be wiped off the face of the earth,” that’s atrocious. That’s unacceptable.

    GIBSON: So what do you do about a nuclear Iran?
    PALIN: We have got to make sure that these weapons of mass destruction, that nuclear weapons are not given to those hands of Ahmadinejad, not that he would use them, but that he would allow terrorists to be able to use them. So we have got to put the pressure on Iran and we have got to count on our allies to help us, diplomatic pressure.

    GIBSON: But, Governor, we’ve threatened greater sanctions against Iran for a long time. It hasn’t done any good. It hasn’t stemmed their nuclear program.

    PALIN: We need to pursue those and we need to implement those. We cannot back off. We cannot just concede that, oh, gee, maybe they’re going to have nuclear weapons, what can we do about it. No way, not Americans. We do not have to stand for that.
    GIBSON: What if Israel decided it felt threatened and needed to take out the Iranian nuclear facilities?

    PALIN: Well, first, we are friends with Israel and I don’t think that we should second guess the measures that Israel has to take to defend themselves and for their security.

    GIBSON: So if we wouldn’t second guess it and they decided they needed to do it because Iran was an existential threat, we would cooperative or agree with that.

    PALIN: I don’t think we can second guess what Israel has to do to secure its nation.

    GIBSON: So if it felt necessary, if it felt the need to defend itself by taking out Iranian nuclear facilities, that would be all right.

    PALIN: We cannot second guess the steps that Israel has to take to defend itself.

    GIBSON: We talk on the anniversary of 9/11. Why do you think those hijackers attacked? Why did they want to hurt us?

    PALIN: You know, there is a very small percentage of Islamic believers who are extreme and they are violent and they do not believe in American ideals, and they attacked us and now we are at a point here seven years later, on the anniversary, in this post-9/11 world, where we’re able to commit to never again. They see that the only option for them is to become a suicide bomber, to get caught up in this evil, in this terror. They need to be provided the hope that all Americans have instilled in us, because we’re a democratic, we are a free, and we are a free-thinking society.

    GIBSON: Do you agree with the Bush doctrine?

    PALIN: In what respect, Charlie?

    GIBSON: The Bush — well, what do you — what do you interpret it to be?

    PALIN: His world view.

    GIBSON: No, the Bush doctrine, enunciated September 2002, before the Iraq war.

    PALIN: I believe that what President Bush has attempted to do is rid this world of Islamic extremism, terrorists who are hell bent on destroying our nation. There have been blunders along the way, though. There have been mistakes made. And with new leadership, and that’s the beauty of American elections, of course, and democracy, is with new leadership comes opportunity to do things better.

    GIBSON: The Bush doctrine, as I understand it, is that we have the right of anticipatory self-defense, that we have the right to a preemptive strike against any other country that we think is going to attack us. Do you agree with that?

    PALIN: I agree that a president’s job, when they swear in their oath to uphold our Constitution, their top priority is to defend the United States of America.

    I know that John McCain will do that and I, as his vice president, families we are blessed with that vote of the American people and are elected to serve and are sworn in on January 20, that will be our top priority is to defend the American people.

    GIBSON: Do we have a right to anticipatory self-defense? Do we have a right to make a preemptive strike again another country if we feel that country might strike us?
    PALIN: Charlie, if there is legitimate and enough intelligence that tells us that a strike is imminent against American people, we have every right to defend our country. In fact, the president has the obligation, the duty to defend.
    GIBSON: Do we have the right to be making cross-border attacks into Pakistan from Afghanistan, with or without the approval of the Pakistani government?

    PALIN: Now, as for our right to invade, we’re going to work with these countries, building new relationships, working with existing allies, but forging new, also, in order to, Charlie, get to a point in this world where war is not going to be a first option. In fact, war has got to be, a military strike, a last option.

    GIBSON: But, Governor, I’m asking you: We have the right, in your mind, to go across the border with or without the approval of the Pakistani government.

    PALIN: In order to stop Islamic extremists, those terrorists who would seek to destroy America and our allies, we must do whatever it takes and we must not blink, Charlie, in making those tough decisions of where we go and even who we target.

    GIBSON: And let me finish with this. I got lost in a blizzard of words there. Is that a yes? That you think we have the right to go across the border with or without the approval of the Pakistani government, to go after terrorists who are in the Waziristan area?

    PALIN: I believe that America has to exercise all options in order to stop the terrorists who are hell bent on destroying America and our allies. We have got to have all options out there on the table.

    Sarah Palin on God:

    GIBSON: You said recently, in your old church, “Our national leaders are sending U.S. soldiers on a task that is from God.” Are we fighting a holy war?

    PALIN: You know, I don’t know if that was my exact quote.

    GIBSON: Exact words.
    PALIN: But the reference there is a repeat of Abraham Lincoln’s words when he said — first, he suggested never presume to know what God’s will is, and I would never presume to know God’s will or to speak God’s words.

    But what Abraham Lincoln had said, and that’s a repeat in my comments, was let us not pray that God is on our side in a war or any other time, but let us pray that we are on God’s side.

    That’s what that comment was all about, Charlie. And I do believe, though, that this war against extreme Islamic terrorists is the right thing. It’s an unfortunate thing, because war is hell and I hate war, and, Charlie, today is the day that I send my first born, my son, my teenage son overseas with his Stryker brigade, 4,000 other wonderful American men and women, to fight for our country, for democracy, for our freedoms.

    Charlie, those are freedoms that too many of us just take for granted. I hate war and I want to see war ended. We end war when we see victory, and we do see victory in sight in Iraq.

    GIBSON: I take your point about Lincoln’s words, but you went on and said, “There is a plan and it is God’s plan.”

    PALIN: I believe that there is a plan for this world and that plan for this world is for good. I believe that there is great hope and great potential for every country to be able to live and be protected with inalienable rights that I believe are God-given, Charlie, and I believe that those are the rights to life and liberty and the pursuit of happiness.

    That, in my world view, is a grand — the grand plan.

    GIBSON: But then are you sending your son on a task that is from God?

    PALIN: I don’t know if the task is from God, Charlie. What I know is that my son has made a decision. I am so proud of his independent and strong decision he has made, what he decided to do and serving for the right reasons and serving something greater than himself and not choosing a real easy path where he could be more comfortable and certainly safer.
