However, deregulation started under the presidency of Jimmy Carter AND Ronald Reagan was working with a Democratic Congress who rubber stamped all his proposals with the statement &quot;he had a mandate.&quot;  So the blame should be spread equally.</description>

When I see the people here in New Mexico who are 2nd and 3rd generation welfare I just want to scream.  Whereas there are times when people need help, then help should be available, but to be on welfare as a child and continue the cycle through adulthood is a bit much.</description>
