The Re-portrayal of Cheney As Victim

I’m no fan of heedless speculations, particularly when the reports are as new as that of the suicide attack on the Afghanistan U.S. base where Cheney was visiting (NYT). Such speculation typically warrants a wait until more details, or versions, emerge. But, Cheney’s “surprise” whirlwind trip abroad was surely, in good part, to distance himself from the Libby jury deliberations and result and Patrick Fitzgerald’s singling out of Cheney in his closing arguments. The trip’s intent to re-portray Cheney as “statesman” hasn’t gone that well, what with protests in Australia and his silly attempt to blame the Democrats for possible aid reductions for Pakistan. Perhaps the re-portrayal as “victim” will go better for Mr. Cheney.

Josh Marshall has two commentaries up — “on the Cheney bombing” and “a dissenting view” — and The Democratic Daily blog has the best skeptical questions I’ve found:

The N.Y. Times reports that the “attack took place in a region of Afghanistan where the Taliban is thought to have very little support, and suicide bombings have been uncommon there.”

Such bombings, especially against high-security targets like the air base, usually involve substantial planning and preparation, and would be difficult to improvise quickly. Mr. Cheney’s presence on the base today was not scheduled and could not have been known before Monday night.

A Taliban spokesman is reported to have told the Associated Press: “We knew that Dick Cheney would be staying inside the base.” However, the N.Y. Times says that “Cheney’s trip to several nations in the region had been shrouded in unusual secrecy.”

NPR just reported that Cheney’s office is asserting that the suicide bombing had nothing to do with his visit. But, that works for him too. Either way, he’s been “victimized.”

In his newsletter, Keith Olbermann announced the suicide bombing will be his top story tonight:

A suicide bomber attacked the entrance to the main U.S. military base in Afghanistan Tuesday during a visit by Vice President Dick Cheney, killing up to 23 people and wounding 20. The Taliban claimed responsibility and said Cheney was the target. Cheney’s spokeswoman said he was fine, and the vice president later met with President Hamid Karzai in the capital, Kabul, before leaving the country. “At 10 a.m. I heard a loud boom,” Cheney said. A red alert was sounded and Secret Service officials told Cheney there had been a suspected suicide attack. “They moved me for a relatively brief period of time to one of the bomb shelters nearby,” he said. Newsweek: It was supposed to be a surprise trip. And it was, in more ways than Vice President Dick Cheney could have imagined. He had plane trouble that nearly aborted the journey. He made unannounced trips to Pakistan and Afghanistan, rerouting on his way back to Washington to meet with the countries’ top leaders amid signs the Taliban and Al Qaeda have regrouped in the region. Then, the suicide bomber hit. Tensions at the base were palpable. Cheney was supposed to have had a three-hour visit with Afghan President Hamid Karzai; the visit was cut to just an hour. Arriving in Kabul for the visit, the veep and the press were ushered into a heavily fortified motorcade. All passengers were instructed to buckle the seat belts, and were warned of a bumpy ride. The road was closed, but there was no apparent effort made to control people on the street, who wandered the throughway as the motorcade rolled by. (Newsweek)

    Do you think Cheney will rethink that deal now that he’s become a target? Somehow, I doubt reality enters into the administration’s thinking.

    Oh, and another thing that ticks me off is that Cheney goes to Pakistan and tells Musharraf that if he doesn’t crack down on al Qaeda, the Democrats will cut his funding. But Cheney also tells everyone the Democrats are terrorist appeasers and traitors. How can they be tough on al Qaeda and simultaneously al Qaeda sympathizers?! Isn’t the Bush administration supposed to be waging GWOT?

    Susan,
    The Taliban and al Qaeda don’t exist anymore, remember? We vanquished them five years ago. So they couldn’t have tried to assassinate Cheney. This is just the way Afghanis greet visitors.

    The stink of undeserving entitlement permeates every demand of these emotional adolescents.

    If it’s not Bush with his whining about Iraqis not being properly grateful for all the swell things we’ve done for them, it’s Cheney buttonholing Pakistan to get off its butt and start making us look good by snagging bin Laden for us.

    Next thing, they’ll be demanding that Afghanistan quit being such slobs, show a little pride and tidy up their country ’cause it’s running down the neighborhood.

    But…what is taking the jury so much time to decide? It seems so open and shut to me.Does anyone believe that Fitz will proceed against the Dick???

    I find the dynamics of this whole situation curious.

    WH claims to be be concerned about the resurgence of Taliban and Al Qaeda in Afghanistan, and wants to impress the point on President Hamid Karzai that WH is concerned. WH doen’t think a telephone call or video conference is good enough, presumably because such communication won’t receive high enough visibility for the rest of the world that they also want to impress, so a personal visit is in order.

    WH doesn’t want Cheney to die trying, so the visit is not announced. For some reason, either no one checks, or they ignore the weather forcast for snow, the visit is delayed, and Cheney stays overnight at Bagram Air Base. Apparantly, even though the destination is an air base, Cheney has to travel to it in a secured motorcade, which sounds like he must have landed at Kabul airport. Maybe the excuse is to avoid interference with ongoing military operations; except that traveling in a motorcade through an area where a lot of people don’t even own cars will be noticed.

    “But word of his presence in Afghanistan leaked out on Monday…..That fact was widely reported on Internet sites and on radio programs that have significant audiences in Afghanistan.” Then also in the same story “Mr. Cheney said the attack was a reminder that terrorists seek ‘to question the authority of the central government,’ “, so he’s saying ‘I told you so’.

    If we believe that the details of his travel plans were the best choice out of necessity, then we also have to believe that he considered the effect of his message to both Hamid Karzai and also the rest of the world, to be a higher priority then concern over the deaths resulting from car bombing because of his presence. Is the lack of concern because car bombings are routine, and would have happened anyway? The idea that this car bombing was routine, doesn’t consider two things. This was reported to be an area where car bombings were less frequent, and also, from the perspective of a car bomber, facing “to be or not to be” is not a routine question, no matter what the fanaticism level.

    I’m not seeing any reporting about Cheney having any remorse over who died because he drew fire. So who’s the victim, Cheney, who those who actually died?

    It’s plausible that enough word of Cheney’s presence leaked inside Afghanistan to bring about a quickly-improvised suicide attack.

    It is more worrisome that the more credible scenario is that word of Cheney’s trip to Afghanistan leaked from Pakistan.
