However,  I find it unlikely  that there will be a spike in underage girls being brought in to the mix.  This is behavior that those who partake in it want to keep hidden from everyone and even those corporate arrangers trying to keep clients happy shy away from such practices.  There are certain things law enforcement turns a bline eye to and others they don't and big money corps won't mess with that.
