McCain/Palin’s Economic Stimulus Plan

This post is written in response to the October 21st statement issued by the McCain/Palin campaign:

STATEMENT FROM SENATOR MCCAIN AND
GOVERNOR PALIN ON AN ECONOMIC STIMULUS

“We are deeply concerned about our nation’s economic outlook and will support measures that improve the outlook for American families. This economic crisis has its roots in the housing market and the most effective stimulus will be to reverse the cycle of foreclosure, neighborhood blight, and falling housing values. The American Homeownership Resurgence Plan is the best kind of stimulus.

“The Democrat-controlled Congress will likely propose additional measures. We do not believe that a national crisis should be taken as a license for wasteful spending or earmarked projects. Each new proposal must pass on the grounds that it is timely, effective in supporting business sales and job creation, and consistent with long-term fiscal discipline.

“In the past, raising taxes and cutting off international trade have only served to make hard economic times worse. We oppose harmful attempts to just ‘spread the wealth.’ Our job-creating economic plan is the best path for the economy and includes the types of policies that the Congress should consider.”

Prior to addressing the prospects of another economic stimulus plan, let’s review some of the steps that the Fed and Treasury have taken over the course of the last month:

1. Passed the 700bln TARP (Targeted Asset Repurchase Plan) which quickly shifted focus to direct injection of equity into 9 of the largest banks (Citi, JP Morgan Chase, Bank of America, Goldman Sachs, Morgan Stanley, Wells Fargo, Bank of New York, State St….who did I miss? extra piece of Halloween candy for whomever can tell me). They took this direct injection of equity on the heels of the U.K and Europe taking that approach and in certain cases fully nationalizing some of their banks.

2. Backstopped Money Market Funds…

3. Backstopped the Commercial Paper market….

4. Backstopped senior bank debt….

5. Cut the fed Funds rate to 1.5% and likely to cut it again next week…..

Fed Chairman Bernanke publicly pronounced that he and the government “will not stand down” in the face of this crisis.

Well, that is a TREMENDOUS amount of ammo that has been unloaded onto our banking system and with foreign governments using similar ammo, this assault is nothing short of true “Shock and Awe”.

These steps do not come without a price, though, both in terms of future debts, moral hazards, and stunting future growth. That said, there was no alternative.

Believe me, without these steps there would have been runs on banks, a significant number of bank failures already, and panic in the markets/streets.

That said, what these steps have done is buy time so that the banking system can generate revenues over the next few years to both write down and realize losses that are currently on their books but which if were currently acknowledged would have rendered certain banks as already bankrupt. (To wit, Goldman Sachs came out today and said that they do not expect Citigroup to make a profit until the second half of 2009…Goldman is being kind. )

Throughout all of the above steps, we all heard Secretary Paulson and Fed Chair Paulson say that every step was done not for Wall St. but truly for Main St.. Well, in times like these we are all Americans but still there are many in our country who view the above measures as more of a Wall St. bailout than anything else.

Truth be told, we all know that the TARP was a very difficult bill to pass because many consumers and homeowners especially did not see how it would benefit them. Many Congressmen from both sides of the aisle knew that voting for that bill ran headlong in the face of what their constituents were telling them.

Fast forward to today a mere few weeks before the national election, and our legislative leaders are trying to pass a $150bln economic stimulus package for the good of our economy.

Sounds reasonable, right? I mean what’s another $150bln when you just spent $700bln. Plus why do the Fed and Treasury get to have all the fun? They’re not up for reelection. Congress is the one that needs the political cover and wants to bring home some presents in hopes of capturing a few more votes. I view this package as much more of a political move than an economic one AT THIS TIME.

Why do I think this is the wrong move at this time and is not properly focused?

1. We had a 100bln+ stimulus package last Spring to support the economy. What did it get us? A bump in retail sales for a month and not even a thank you. (remember, for so many in America, “when the going gets tough, the tough go shopping …”)

2. We just committed hundreds of billions into the economy. We are seeing growth in the money supply as evidenced by the Leading Economic Indicators just this morning. Let these steps work their way through the system.

3. The highlights in this package are focused on 1. extending unemployment benefits 2. infrastructure 3. debate over tax cuts vs spending increases. There are merits to all of these but let me tell you, at this point in time, things are going to get worse and perhaps a lot worse before they get better.

The unemployment rate is now at 6.1% and will likely move to at least 7%, and perhaps 8% if not higher. If we did not spend that $100+ billion last spring, we could have used it now and nobody would have noticed. At some point, we need some degree of fiscal discipline!!!

I strongly believe that they should save this ammo for later, while they should focus on the core issue and that is HOUSING!!

The two people in government who are truly focused on housing are the current chair of the FDIC, Sheila Bair and John McCain. Housing is and always has been the crux of our problems. While the delivering in our housing markets is painful it is necessary in order to have our economy bottom out before rebounding. While every “doctor” has his own prescription for addressing our pain, it is John McCain and now Sheila Bair who are focused on addressing the real issue.

Given the size and scope of our housing market, there is no one size fits all cure. That said, John McCain has displayed the courage to stand up and take the heat for pointing out that we need to fully focus on this. BO (Johnny come lately) chimed in after John that addressing housing and delaying withdrawal penalties on 401Ks (another McCain idea) should both be addressed.

I would put forth three proposals. Depending on the nature of the borrower, the lender, and the particular housing market, it can be determined which proposal is most appropriate.

1. McCain plan of buying up “delinquent but not yet foreclosed mortgages” and then renegotiating with the borrower to buy down the rate. This incurs taxpayer expense right now with capital having already been allocated through the TARP and forces lender to recognize some sort of loss. Reality is the loss is there, whether the lender wants to acknowledge it or not.

2. Provide tax incentives and attractive financing terms for private capital to enter the market and buy homes that have already been foreclosed. This brings real money into the system to support the market while costing the government future revenue.

3. Freedom Recovery Plan, explained in a NY Times story.

I think this idea is ingenious because it has the current homeowner who is either delinquent on their mortgage or has already defaulted give up the deed to their home to the lender in return for a market rate rent (most rents nationwide are typically 60-70% of the cost of a mortgage) while having the option to repurchase the home in 5 years from the lender. No government expense. Homes are kept off the market. Lenders do need to accept the fact that they will receive less in rent than mortgage thus they recognize a loss. Homeowners need to accept the fact that they cede the deed to the lender. All of these are realities now anyway.

Housing is the issue that needs to be addressed. John McCain and Sarah Palin know it.

The stimulus package is POLITICAL at this juncture. Save that ammo for later when we will need it. Bush has no political leverage. Bernanke is looking for cover, a partner in the process, and don’t discount that he is hedging himself in case BO is elected.

    Congress is playing with fire. We cannot keep borrowing money. They more they borrow, the closer they bring us to do the day when our credit rating gets slashed. When that happens, our currency will collapse.

    We will have a worthless currency, unable to buy anything. There will be breakdown of everything in this country.

      The Dems are just getting warmed up. If BO is elected, we will see the biggest spending spree by Congress in the history of the US. NONE of it will help Main Street.
      I have grave doubts as to how hepful the recent $700 billion bailout will be for our economy. Federal officials and Congress insisted “the sky is falling” and it had to be passed immediately. No hearings, no floor debates, nothing. It was passed in record time. The worried faces of our esteemed leaders relaxed.
      I knew we had been duped when the Pelosi gang gathered in front of the press to sign the bill with great fanfare. Pelosi was absolutely gleeful. The grin on her face was like Jack Nickolson as the “Joker”. She was triumphant. It made me sick.
      Main Street is in for an economic downturn that will last a very long time.
      BTW-I don’t consider $250,000 rich even though my family’s income is about $35,000

      It sounds like she was trying to make light of her own remarks back in the President Bill Clinton days of a “vast right wing conspiracy.” I don’t visit the GOP blogs, are they going after her on that old one? In other words she was clumsily trying to make a point.

        I find ANYONE campaigning for The Precious distasteful. But please remember the PUMA voters are people that supported and even admired Hillary. Go easy, Mac needs the votes. I really do understand the angst but temper it with the goal in mind?

              It was quite difficult at times being a Veteran at the DNC open thread. I remember yelling “troll” quite often to people that came in calling Vets heinous names. I think that I can confidently say that when he was hugging Bush, it was political gamesmanship, and he was not aroused.

      Seems like some very strange going on with this election too many up’s and down’s as if some of them are being skillfully manufactured.

    House Education and Labor Committee Chairman George Miller, D-California, and Rep. Jim McDermott, D-Washington, chairman of the House Ways and Means Committee’s Subcommittee on Income Security and Family Support, are looking at redirecting those tax breaks to a new system of guaranteed retirement accounts to which all workers would be obliged to contribute.

      Finally I broke down and have a little money in a Roth, but if they try to take away the tax breaks on our retirement money, look for another taxpayer revolt.

    Thanks for the article. I had come to this conclusion myself that the Democrat stimulum idea was not the right solution, and that Obama was highly irresponsible to poo-pah John’s idea.

    I’m not an economist, however. This stuff baffles me. I just know I’m not supposed to panic and sell right now.

    So it’s nice to read a cogent explanation.

    Odd this national crisis only became front and center AFTER it appeared Bush’ Iraq surge was producing the desired results. Obama has gone from campaigning against the Iraq Resolution to Race. Now to Race + the Economy with the aid of Pelosi, Reid, and the rest of the do nothing congress and of course those organizations like ACORN.

    I would have risked it. I would have let the markets correct themselves, let people in this country get angry about the mismanagement. Of course, I would never get elected that way, so McCain really had little choice in the bailout.

    I did not approve of Bush’s Stimulous ideas, either. I think just cutting people a check was silly. Here, go shopping. I don’t know how that “advance” on this years taxes is going to play out either. There are people who count on a refund and now it could be smaller then ever because they already got part of it.

    Just ball park numbers but roughly every .50 gasoline drops equals 101 billion in “stimulus” for the consumer. We don’t need to send more government checks out. Just let what has been done have a chance to work.

    6. The last few people who were hired should clean out their desks.
    Don’t feel bad, though, because President Obama will give you free healthcare, free handouts, free oil for heating your home, free food stamps, and he’ll let you stay in your home for as long as you want even if you can’t pay your mortgage. If you appeal directly to our democratic congress, you might even get a free flat screen TV and a coupon for free haircuts (shouldn’t all Americans be entitled to nice

    If for any reason you are not happy with the new policies, you may want to rethink your vote on November 4th.

    Would the rent for renters go up under the “Freedom Recovery Plan”? As a NYC renter, I can tell you its a struggle to meet the cost of shelter in the city. It is the main reason why the middle class in the city has been destroyed. And I think the same is going on in other cities. The greed on Wall Street and in the Congress is also mirrored in the greed of city landlords. Like myself, many of my friends who also rent are now unemployed. I hope the squeeze will not be put on renters in cities.

    Off Topic:

    Hey did anyone else hear that there are many large cities putting their swat teams on call for election night. They have even said they might place them on the rooftops and in the streets to deter any violence.

    The Obama camp is upset about this and said it is not fair since it will keep many of their supporters home.

    The cities have basically told them too bad!! The safety of the community is first to the needs of the Obama camp.

    IMO this is a good thing for the city officials to do. It will encourage the individuals who would not go to vote otherwise for fear of violence. In other words… maybe more republicans and Hillary democrats will not be scared away from the polls if there is a sizeable police presence

      Philly cops are already on edge, having lost five policemen to foul play in the past year or so.

    I think this is the most “open” I’ve seen there … in the past , most comments would dismiss the movement. BUt it seems that everyone is realizing that Obama is a threat to everyone and so the old divisions are falling away

    I agree with you LD and I think this latest stimulus plan is a ploy to try to buy votes. Otherwise, why now??? I also agree that a stimulus plan at a later time — the right time — would be more effective because the economy will get worse before it gets better. As you’ve pointed out, unemployment is on the rise.

    Our government needs to stop spending so much money — simple as that. This is a main attraction of the McCain/Palin ticket. There’s no chance of discipline with Obama/Biden.

    I have actually suggested to my husband that we get a gun. I CANNOT believe that I would have ever even thought about that.

    Seriously though…I would be fearful for my life should Obama lose. After a Hillary rally here in NC, I put a Hillary sign in my yard. I took it down the next day…maybe I got a little paranoid.

    Nobody knows what is going to happen on Nov. 4 but I know that if Obama wins, people will not be rioting. Maybe it is just what the media has been feeding us…they are making Obama’s opposition fearful.

          My concern is that we have kids. I am seriously thinking about this. I live in a large city in NC. I would have a gun lock and keep the bullets and gun in different places. My husband totally agreed with me when I mentioned this…I was shocked that he did.

        I don’t want to sound condescending or arrogant, but please, folks, don’t just purchase some weapon and stick it in a drawer or closet, and don’t just do so out of fear. I grew up using firearms and I know what it takes to use them responsibly. If you’ve never owned used firearms, and if you do decide to get a gun, make certain you:

        1) Research the firearms and self-defense regulations in your area and obey them to the letter;

        2) Go to a reputable sporting goods/firearms dealer to purchase your weapon;

        3) Follow that dealer’s advice (and also do some research) regarding the correct weapon (one that fits your person and needs) and ammunition to use;

        4) Find a reputable firearms instructor or knowledgeable friend to teach you how to use your weapon safely and effectively;

        5) If your state offers a CCW or CHL course, take it and get your license, even if you don’t actually intend to carry–this will save you all sorts of hassles;

        6) Spend a lot of time on the range getting used to the weapon;

        7) Consider joining the NRA to make use of its training and safety resources;

        8) If you live in one of those sad locales that restrict this second-most Constitutional right to the point that it is null, campaign to change that.

        The best home defense weapon is, IMHO, not always a handgun, but a pump shotgun loaded with #4 lead shot. Nothing deters a home invader like the sound of a shotgun pump being racked back–and I say this based on my personal experience with two home invaders who literally hurt themselves running away when they heard me do so. At close range, there’s not much that is more fear-inspiring than a shotgun blast.

        Also, a solid shotgun slug or a high-caliber handgun or rifle round (except for Glazer safety rounds) can penetrate a sheet rock wall and wound someone on the other side, sometimes even after it has passed through your target. #4 shot will not do that, but it will get the job done on your target.

        I believe in the Second Amendment right of all American citizens, I support it vigorously, and I exercise it regularly. I don’t want to discourage any responsible citizen from doing so, but please, don’t buy a gun unless you’re willing to accept the responsibility for learning how to use it responsibly and effectively and are ultimately willing to use it in self defense.

      I also recommend getting water, candles, blankets, food and meds.

      When riots break out it will not be safe in urban areas to get to supplies. Preparation will help a great deal.

      I have food and supplies for 3 months if necessary for the 6 in my home. Hopefully the car-b-ques will be a 24-48 hour issue but I have seen worse.

    Since the last AP-GfK survey in late September, McCain also has:

    _Posted big gains among likely voters earning under $50,000 a year; he now trails Obama by just 4 percentage points compared with 26 earlier.

    _Surged among rural voters; he has an 18-point advantage, up from 4.

    _Doubled his advantage among whites who haven’t finished college and now leads by 20 points. McCain and Obama are running about even among white college graduates, no change from earlier.

    _Made modest gains among whites of both genders, now leading by 22 points among white men and by 7 among white women.

    _Improved slightly among whites who are married, now with a 24-point lead.

    _Narrowed a gap among unmarried whites, though he still trails by 8 points.

    McCain has cut into Obama’s advantage on the questions of whom voters trust to handle the economy and the financial crisis. On both, the Democrat now leads by just 6 points, compared with 15 in the previous survey

      People say that the AP poll is too different from the others to be valid. I too have seen the breakdown of voters and find the info to have some credibility. It seems reasonable to those of us following the election so closely.

        Powerful House Democrats are eyeing proposals to overhaul the nation’s $3 trillion 401(k) system, including the elimination of most of the $80 billion in annual tax breaks that 401(k) investors receive.

        House Education and Labor Committee Chairman George Miller, D-California, and Rep. Jim McDermott, D-Washington, chairman of the House Ways and Means Committee’s Subcommittee on Income Security and Family Support, are looking at redirecting those tax breaks to a new system of guaranteed retirement accounts to which all workers would be obliged to contribute.

        A plan by Teresa Ghilarducci, professor of economic-policy analysis at the New School for Social Research in New York, contains elements that are being considered. She testified last week before Miller’s Education and Labor Committee on her proposal. …

        Under Ghilarducci’s plan, all workers would receive a $600 annual inflation-adjusted subsidy from the U.S. government but would be required to invest 5 percent of their pay into a guaranteed retirement account administered by the Social Security Administration. The money in turn would be invested in special government bonds that would pay 3 percent a year, adjusted for inflation.

        The current system of providing tax breaks on 401(k) contributions and earnings would be eliminated.

        That means your employer can no longer write off their contributions to your 401(k), and your capital gains would be taxable year-on-year. In other words, it becomes just another investment or savings account, with no tax benefit at all, and no employer contribution. Instead, Uncle Sam would give you your “matching” funds — up to a whopping $600 per year! Whoopee!

        As Michelle Obama says, you could buy a pair of earrings every year … except, of course, you can’t. …..

        “From where I sit that’s just crazy,” said John Belluardo, president of Stewardship Financial Services Inc. in Tarrytown, New York. “A lot of people contribute to their 401(k)s because of the match of the employer,” he said. Belluardo’s firm does not manage assets directly.

        Higher-income employers provide matching funds to employee plans so that they can qualify for tax benefits for their own defined-contribution plans, he said.

        “If the tax deferral goes away, the employers have no reason to do the matches, which primarily help people in the lower income brackets,” Belluardo said.

        “This is a battle between liberalism and conservatism,” said Christopher Van Slyke, a partner in the La Jolla, California, advisory firm Trovena, which manages $400 million. “People are afraid because their accounts are seeing some volatility, so Democrats will seize on the opportunity to attack a program where investors control their own destiny,” he said. …..

    My wife and I and the partners in our business have formalized our plans in the event (which we still believe is unlikely) that Obama wins. During the month of November we will lay off 10% of our workforce. We will lay off another 10% during the first quarter of 2009. This is based on our projection of a 20% decline in business combined with Obama tax increases.

    If McCain wins we will hold the line and deficit spend if need be because we believe the downturn will be shorter and tax policy will be growth-oriented.

    The markets are going to be unsettled until after the election. Markets do not like uncertainty, so until the election is decided, it won’t go up. But expect it to go up afterwards. It will do fine in the coming years, as usual, as long as we don’t get hit like 9/11, and with Barky, you never know which international crisis he’ll handle poorly.

    What is the matter with you people on this blog? Who gives a flying crap about riots or violence in the streets. Do you really think that our good policemen will not do anything? Of course they will, and it doesn’t matter whether they are black or blue. They are cops first and will not tolerated any distubance in our streets or our nation. They will drag, arrest, kill, shoot, bash, and force them into the police vans before you can blink your eyes! If you they are kids, they will suffer the same punishment. And if they are butt ride by some tattoe horny guys in the cell, I say, “great”, that will teach them a lesson to think they can destroy innocent people’s property.
