The problem with all of this “Waaaaaaaah, it’s SO bad to shock a 9 year old!” crap is that the fence wasn’t there for the specific purpose of shocking children. It was there to deter criminal activity, and the criminal in this case HAPPENS to be a child. It is not fucking rocket science to understand this.
