Terror in Mumbai [3rd UPDATE]

India remains, after Iraq, one of the biggest targets of terrorist activity and the reason is simple–Pakistan. There have been at least seven and as many as ten coordinated attacks today in Mumbai and it appears, based on preliminary reports, that some westerners are being held hostage. The BBC reports:

Gunmen have opened fire at a number of sites in the Indian city of Mumbai (Bombay), killing dozens of people and injuring many more, local reports say.
Police said shooting was continuing and that the incidents appeared to be terrorist attacks. Reports say gunmen have taken hostages at a luxury hotel.
Unconfirmed reports said 80 people had been killed, and more than 250 injured.
There has been a wave of bombings in Indian cities in recent months which has left scores of people dead.
Most of the attacks have been blamed on Muslim militants, although police have also arrested suspected Hindu extremists.

LARRY CONTINUES: Here is what you need to keep in mind.

First, initial reports are usually wrong. There have been simultaneous attacks in Mumbai. That is true. Number dead and wounded? It is all over the place. What is clear is that this is more than an isolated event nor is it a jealous lover or postal worker gone beserk.

Second, the attackers are using guns and grenades. That means there is a physical limit to the violence they can do unless resupplied. An average person can carry about 100 pounds of gear and still function. Remember, once you start shooting you are using up your supply. It also appears that there are a limited number of attackers at each site. Two people cannot easily hold forty people hostage. As time goes on you get sleepy and you have to answer nature’s call. Not even terrorists are immune to a full bladder.

Third, the likely culprits for this attack are the Harakat Ul Mujahidin or the Lashkar Tayyiba. Both groups have received extensive financial support and training from Pakistan’s intelligence service, the ISI. Why? Pakistan saw these terrorist groups as one way to deal with the threat of a nuclear India.

Fourth, we have had some remarkable positive developments in the last week as far as easing tensions between India and Pakistan. Pakistan is taking steps to push ISI out of the government:

President Asif Ali Zardari, and Prime Minister Yousaf Raza Gilani signaled their intention to exert more control over the ISI in July but backtracked from an attempt to bring it under the ambit of the Interior Ministry.

Senior officials say that the army chief, General Ashfaq Kayani, who himself served as ISI head, has been supportive of Pakistan’s return to civilian-led democracy while insisting that the army look after its own affairs.

Since becoming army chief in November last year, Kayani has moved to take the army out of politics, including ordering all officers out of civilian posts and barring them from meeting politicians. He appointed a new ISI chief in September and replaced several senior officers.

The ISI is not likely to take this lying down and this attack may be linked to the recent moves by President Ali Zadari:

The ISI is known to have wielded great influence on foreign and security policies, especially toward India and Afghanistan.

It played a role in distributing arms and money, covertly supplied by the United States and Saudi Arabia, to Islamist guerrilla groups fighting against the Soviet occupation of Afghanistan in the 1980s.

Critics say the ISI was also instrumental in creating the Taliban movement in Afghanistan in the 1990s.

Pakistan officially stopped backing the Taliban after becoming a U.S. ally in 2001, and the ISI has helped the United States eliminate hundreds of Al Qaeda fighters since then.

But the agency, or at least agents within it, are often accused of playing a double game and treating the Afghan Taliban and some militant groups as assets rather than enemies.

Some members of Pakistan’s security apparatus regard these militants groups as tools to gain leverage in Afghanistan and the Indian-controlled portion of Kashmir in the long term, according to analysts.

The move against the ISI coincides with President Ali Zardari’s announcement renouncing a first strike policy against his country’s longstanding enemy:

PAKISTAN’S President Asif Ali Zardari has sparked controversy by announcing a “no first strike” nuclear war policy before an audience in New Delhi, reversing his country’s historical position on the issue.

As doubts were expressed that the policy articulated by Mr Zardari – to the delight of his Indian audience – had the support of his country’s powerful military, which controls its nuclear warheads, some commentators said they believed the President was “not fully informed or completely aware of” Pakistan’s policy on the issue.

The controversy erupted as Pakistan’s top spy agency, the ISI, disbanded its “dirty tricks” political wing, which was used by successive military dictators to maintain themselves in power.

Foreign Minister Shah Mehmood Qureshi said the closure of the political wing was a positive development for democracy.

Addressing a conference in New Delhi by video, Mr Zardari, in answer to a question, contradicted Pakistan’s long-standing policy on nuclear weapons.

“We will most certainly not use it first,” he said.

I think we are looking at a desperate gamble by radicals inside Pakistan who want to disrupt/derail any rapprochement between India and Pakistan.

Final bonus question: Which is the largest muslim nation? Pakistan or India? Answer. India. India is home to almost five times as many muslims as Pakistan.

UPDATE: At least seven targets have been reported by the media:

1. Mumbai CST Railway station
2. Oberoi Hotel
3. Taj Hotel located near Gate of India
4. Trident hotel
5. Café Leopold restaurant in Colaba
6. A taxi on Dockyard Road in Mazgaon (some reporting as Vile Parle Expressway)
7. Cama Hospital

Al Qaeda’s signature in conducting nearly simultaneous attacks against geographically dispersed targets was acquired in part from the assistance/training of Pakistani ISI officers (note, only a portion of ISI was favorably disposed to assist radical Islamic extremists). Today’s attacks in Mumbai appear to have a common ancestor.

The training for this attack probably occurred in Pakistan. That piece of the puzzle will be unraveled in the weeks to come. It is important at this juncture that the United States and Britain work closely behind the scenes to promote contact and cooperation between authorities in Islamabad and New Delhi.

India has fairly competent counterterrorism forces/SWAT teams. However, in light of at least four reported hostage situations around the city we cannot rule out the possibility that assistance from British and US forces will be requested.

I am not trying to suggest that terrorism is unimportant. It is a serious threat. But we do need to put it in its proper perspective. This is not the end of the world. India is a country of more than 1 billion people. Right now the death toll from these attacks is hovering around 80. A terrible thing if it is a member of your family or a friend. But life goes on in India.

It is true hubris on the part of the people who carried out these attacks. The fact that they believe that this stupid, senseless act of brutality and cowardice will somehow change the policies of governments show how out of touch with reality these jihadists are. Today’s attacks are the equivalent of dipping one’s hand in a lake, quickly withdrawing it, and searching the rippling surface desperately for the imprint of your hand.

What next? India will react and what is left of the network behind this attack will be hit. This is not the kind of situation that will win the jihadists more international support. To the contrary, this will erode whatever support they have. Without protection or safehaven their ability to cause mayhem is degraded.

Let’s also be clear that they had to have the support of some other country (or at least some well placed folks in another country) to prepare and train for these attacks. India deserves significant credit for managing such a complex event in a very efficient manner given the circumstances. Can you imagine what would be happening in New York City or Los Angeles if we have ten simultaneous attacks of this scale? Our folks would rise to the occasion but it would certainly put some stress on the system.

    The fire brigades seem to be bringing that very dramatic fire there under control.

    Anything can happen anywhere, anytime. How can they be stopped? There is no central headquarters that can be taken out. There’s no “enemy army” that can be defeated. There’s no “war” that can be won.

    Even the root causes for the conflict can not be pointed out so they may be cured. This is the world we live in today.

Official reports put the death toll at 78 with 200 injured. The BBC website has a map of the affected area. The “India Times” reports 7 foreigners are among 15 hostages at the Taj Mahal Hotel and that the Army has entered the Trident (formerly Oberoi) Hotel. CNN IBN also reports 9 terrorists taken into custody across Mumbai, but no official confirmation yet. India Times has a chronology of terror attacks in India, which have killed over 600 in the past 6 years.

    Suspected Islamic terrorists have attacked at least eight places in Mumbai, the financial hub of India on November 26 evening. They fired indiscriminately, and lobbed grenades around while making their way to Hotels and Railway Stations and Airport. At least 60 people, many foreigners have reportedly died and nearly 150 injured in these terror attacks. Times of India report quoting hospital sources, indicated that at least 80 people were dead and 250 injured in the terror attacks. There are unconfirmed reports of a Hostage situation also in Taj Mahal and Oberoi Hotels (with most foreign guests). The first incident of firing was reported at Leopold Cafe, a well-known watering hole for tourists and foreigners in Colaba. The second incident was near Taj Mahal hotel, the third was near Oberoi hotel in Nariman Point and the fourth one was at Chhatrapati Shivaji Terminus railway station. Also a major blast was also reported in Vile Parle in suburban Mumbai. As
    per the latest reports around 15 people, half of them foreigners are taken hostage on the roof of the Taj Mahal Hotel.

    The needle of the suspicion is on the Lashkar- e- Toiba and Student Islamic Movement of India combine (Now they credibly calling and proving them as Indian Mujahedeen terror group).

    The incidents took place one day after the reported arrest of Lashkar -e-Toiba linked Raheel Sheikh by the Interpol in London. Raheel is one of the alleged masterminds of the conspiracy and was involved in the funding of the July 11, 2006, Mumbai serial train blasts that killed nearly 200 commuters and wounded over 500 people on that fateful day.

    You may not want to invade even WITH consultation. Pakistan is not the most stable of countries, and to further destabilize a nuclear-weapon-possessing country is the ultimate in insanity. We need to stop ignoring the law of unintended consequences as we so often do.

    In forcing out of certain elements of the ISI, don’t these people GO somewhere? I mean the web of these operators maybe intricate but independent of have a governmental cover from which to operate, no?

    Why would we take the bait, and invade a country we have no hope of subduing, militarily, essentially entering into another Iraq Afghanistan type operation, further bleeding the US?

    They aren’t afraid of the bombs, or the torture, they WANT the US to involve itself militarily, because they can beat guys like Petraeus, they can bleed guys like Cheney.

    The attempt is to throw world populations into chaos, but after the first hit, it’s kind of DULL, (expecting the tragedy of the deaths, and the insipid CNN, of course. If CNN didn’t have terrosim, it would fail, wouldn’t it? ).

    As scary as these incidents are, as violent, they have to be cut at the source, the money cut to the individuals and governments who feed them, IMO part of the larger asymmetric war.

    If the attacks clearly undermine their own nations, they will fall, even terrorism is is difficult to finance.

    I just don’t see it as organic, I see it as connected, and the problem really can’t be addressed until the true players are exposed, and I don’t mean a bunch of low level Muslims, and such.

    If Obama were smart, sand truly independent, he would express his condolences, send aid, and then close GITMO.

    Does anyone have a reference for this?..When I do the math, I get Indonesia=~192 million Muslim, Pakistan=~178 million and India=~160 million. If the Indian Muslim population was x5 of Pakistan, the Indian Muslim pop. would be 890 million. I am confused.

    This is not the right forum to vent but I was a Democrat in January, yella dawg. Texas just lost a true blue dog friend in Jim Mattox last week. He is now with Ann Richards, past conflicts forgiven, and they are amused at all of us.

    I saw him try to help Dems at every level of politics after he retired. He was the Texas Attorney General who garnered the child support enforcement function to be under the Texas OAG. And it is a truly successful state agency. May Jim rest in peace knowing what he started has succeeded.

    As far as organizing Democrats, I saw him try to temper the liberal left wing of my former party to get them to be practical, reasonable, and not embarrass the politicians they sent forth with their county proclamations of whatever the liberal grassroots could conjure up.

    The riot against Coptic Christians in Egypt is just typical Muslim behavior towards non-Muslims.
    Remember in a Islamic state, infidels have almost no rights and treating them like dirt or killing them is very much in accordance to the Koran and Shariah and rulings from the scholars at Al-Azar.

    Anne, thank you for relating this story.

    Although it saddens me to think that this dedicated public servant might have gone to his final rest, having seen the final demented horror of everything he battled, manifested in the election of Barack Obama, this past November 4th.

    He could well have wondered, in his final moments, if all of his labors were for naught.

    I am in the NYC area, where, in certain zones, we are currently in a heightened state of terrorism alert…the submachine guns, the black “Ninja” outfits, are strategically placed on corners of vulnerability….(it mostly seems to be centered on the subways, Rockefeller Center, the tourist spots, etc.

    Now, I understand, there is a traditional respect for the office of President. I can see and hear sincerity in the words of those who wish to at least give Barky the benefit of the doubt, maybe in the hopes that SOMEONE can pull our proud nation out of our financial crisis, our internecine battles, our exhaustion and hopelessness.

    NQ readers, I BESEECH you to put yourselves in my shoes for the moment, on the eve of one of our most precious, meaningful holidays of celebration.

    I truly despised and profoundly distrusted George W. Bush, but I had nowhere NEAR the total lack of faith and “hope” in him, that I have in Barack Obama to accomplish ANYTHING with a sense of serious responsibility, humility, wisdom, and pride of country, that another terrorist assault on us would require.

    Every place, the city, the suburban malls, the movies and restaurants, are almost totally deserted tonight, in a year where so many simply could not afford to return to their families’ homes or “ancestral homelands”, LOL….it is relatively warm out, but the few faces you see are sad, drawn, and scurrying home to relative safety. The tension is palpable.

    I have never seen NY and environs deserted like this on the night before Thanksgiving, EVER. There have always been singles partying out, families and friends of whatever ethnic or cultural backgrounds who just don’t “do” Turkey Day…

    I believe even the bots can feel it, and know it. They know the uncertainty, that comes with their political choices now. They KNOW they cannot call the future, cannot call it as they would have it, rather than what it will be.

    If you intuitively knew that the Barkster was incapable of all that comes with the office he aspired to, you must also know, tonight, that you cannot just throw your hands up in the air, and throw our nation up to the fates when so much, indeed our very lives, the security of our children, are at stake.

    You cannot have refused to cast your vote for such an unqualified, morally ungrounded candidate with the knowledge that he was incapable of handling the “small stuff”, only to turn around and be “fair” and give him the “benefit of the doubt” for the heaviest responsibilities of all.

    Please be willing to put your guard up and your “spidey senses” honed, even during our blessed holiday season. Our nation’s future and our very survival WILL depend upon our willingness to challenge and actively dissent, in whatever way we can. You know Obama could NOT handle what happened in Mumbai today, much less a full-scale terrorist assault on America itself….and I’m sure more than a few of you might even wonder if his administration will not appease our enemies, or, God forbid, even enable them in some way….

    Sorry for the bleakness, and the rant. Please be safe, and a happy, healthy, and blessed Thanksgiving day of all.

    I’ve visited India, and the problem India has is due to the dissatisfaction of the Kashmiri people with the Indian government. As a visitor, I was personally witness to the abhorrent abuse of decent Kashmir people receive from the Indian authorities. The problem of course is that Pakistan nurtures and helps those who work against the Indian government. India truly needs to work with the Kashmir people to disconnect Pakistan’s relevance. One big step would be to ensure that the authorities stop treating all Kashmir people as criminals, which is the current Indian policy.

    I don’t believe that the attackers are international jihadists, but a Kashmiri group that is actively working to achieve more independence for the region, like ETA in Spain. The Kashmiri are Muslim, but they are a different ethnicity, Dard people, related to the Afghanistanis, and do not relate in culture to the Indians or Pakistanis.

    India needs Kashmir for economic reasons. India is reluctant to give Kashmir people more autonomy, but until India gives Kashmir more autonomy in its governance, India will not be at peace, imo.

    Afghan police say a suicide car bomb has exploded about 200 yards (meters) outside the main entrance to the U.S. Embassy in Kabul in an attack against an American convoy.

    Kabul police chief Mohammad Ayub Salangi says one person was killed and six wounded in the attack.

    Police officer Abdul Manan says the attack appears to have been a suicide car bomb.

    The U.S. Embassy was hosting a Thanksgiving Day footrace, and Americans and other Westerners were entering the embassy compound at the time of the explosion.

    As for these attacks, you see how we fumbled by invading Iraq. We took our eye off the ball and now everything is changing.

    As for foreign relations. Obama needs to stop looking at maps as border entities.

    He must have the map changed to reflect ethnic overlays that go across borders to better understand the level to which he must deal with people. This should be a 3d map that can change in time.

    Then he can try to anticipate some of these crucial items and find ways to stay ahead of crisis by developing regional models.

    Whatever response plans he’s seen used, even those of other countries, must be under critical review. Then new ones must be put in place with the new map in place.

    Wiki needs an ethnography section, complete with maps. People online can accelerate the understanding process. From there we can shape realistic response.
