SEIU and Change To Win Named in Illinois Governor Scandal

Illinois Governor Rod Blagojevich met with an unnamed official of the Service Employees International Union to discuss a possible pay off of the Governor in return for his appointment of an unnamed individual to fill out the remaining two years of President-elect Obama’s now vacant U.S. Senate seat, according to a criminal complaint filed this week in an Illinois federal court. The SEIU Official is identified as an “emissary” of the potential Senate appointee in the complaint.

Politico.com’s Ben Smith reported today that the unnamed SEIU official was Andy Stern, the head of SEIU. It is widely believed that the unnamed individual is Valerie Jarrett, a close senior advisor of Obama.

The conversation with Blagojevich revolved around the possibility that Blagojevich would be named to head a non profit organization in return for the appointment of Jarrett. The conversation occurred as part of an effort by Blagojevich to “monetize” the appointment of the new U.S. Senator in order to provide for the governor and his family after he left office.

The complaint charges Blagojevich and an aide, John Harris, with wire fraud, mail fraud and corrupt solicitation, all crimes under federal law which carry a possibility of substantial prison terms.  Harris and Blagojevich were arrested this morning, arraigned in a federal court in Chicago and released on bail. They were asked to surrender their passports.

Other conversations detailed in the criminal complaint indicate that Blagojevich explored the possibility of becoming head of Change to Win, a union alliance that includes SEIU. The current head of Change to Win, Anna Burger, was an active supporter of the Obama campaign.

In a press conference today, U.S. Attorney Patrick Fitzgerald described the scheme as follows:

“At one point, he [Blagojevich] proposed a three-way deal — that a cushy union job would be given to him at a higher rate of pay where he could make money.

“In exchange, he thought that the union might get benefits from the president-elect, and therefore, the president-elect might get the candidate his choice.”

Fitzgerald said the complaint makes no allegations about Obama himself.

Fitzgerald went on to say in response to press questions:

“[I]f you read the complaint carefully, one of the conversations describes how the job that Governor Blagojevich wanted for himself with the union couldn’t be just given to him by the union because they already have people doing that job.

“So, when you say you want a job for four years; you want a salary of about $300,000, and you basically want to work on behalf of a union and cost them $1.2 million to basically add no value, because people are already doing your job, and part of that is an exchange, where — an exchange, if you don’t get that job, no one’s getting the appointed Senate seat, we’re comfortable in the law that someone who schemes to do that has broken the law.

“And we’re not trying to criminalize people making political horse trades on policies or that sort of thing. But it is criminal when people are doing it for their personal enrichment and they’re doing it in a way that is, in this case, clearly criminal.”

Later, Fitzgerald said in response to a question about which union was involved:

“[T]he scheme that he had in mind with co-defendant Harris was a job with a coalition called “Change to Win,” which was affiliated with SEIU, which is the Service Employees International Union. And that was their, you know, their scheme to sell the seat in that three-way exchange.

“That never happened. That scheme did not come to fruition. He curses later that it didn’t happen. But the one being discussed was the SEIU union.”

According to the complaint, the SEIU Official agreed with regard to the non profit entity to “put that flag up and see where it goes.” Blagojevich later said, according to the complaint, that he told the SEIU Official to “broach the idea” to the unnamed Senate candidate.  

It is not clear from the complaint why the SEIU Official agreed to consider the idea or whether he did so after the phone call. One possibility is that while some involved in the scheme thought that a non profit entity would be too closely linked to Obama that Blagojevich was unsure that a job with Change To Win would be secure. Thus, Blagojevich pressed for a non profit entity that he could head up since it would be around when he was no longer governor in two years time.

According to the complaint Blagojevich said “he likes the 501(c)(4) idea because he knows it will be there in two years when he is no longer Governor, whereas Change to Win might not be.”

That might refer to the fact there is some discussion in labor circles that Change To Win might re-join the AFL-CIO in the post-election period and thus a position promised to Blagojevich now with Change To Win would not be kept.

It is not clear why an SEIU Official would have been an emissary for the potential Senate appointee to the Illinois governor.

SEIU has denied any wrongdoing by the union or any union official. Change to Win issued the following statement this afternoon:

“No one connected with Change to Win ever considered, discussed or promised any position at Change to Win to Governor Blagojevich, his staff or his advisors. In the affidavit released by the United States Attorney, a position at Change to Win is discussed only in conversations between the governor and his advisors. The first time Change to Win learned of any of the matters raised in the criminal complaint was with today’s public release of the affidavit.”

Stern is a powerful but controversial labor leader. SEIU has been on the defensive recently because of charges related to violations of internal union democracy of union members. In addition, Stern is part of a controversial effort to establish ties between the American labor movement and the Chinese communist government’s labor body, the All China Federation of Trade Unions.  SEIU raised $1.7 million to support the political campaigns of Blagojevich.

The U.S. labor movement as a whole, including the AFL-CIO, a competing labor federation, spent hundreds of millions of dollars during the recent election and was seen as a key source of support for Obama. Recent appointments to the incoming Administration, however, have disappointed labor as they include individuals like economist Larry Summers who are viewed as hostile to some policies favored by organized labor.

    OK we know that labor unions have had a shady past — mob control etc.

    These unions are supposed to represent working people — who fund the unions through dues — supposedly a lot of small dues from thousands of individuals means a whole lot of well paid union officials to run the union????? This is the part I always have trouble with — the workers in this service union are not part of the high paid union workers — say like the Auto manufacturing workers.

    So this crooked Governor wants a job in the well paying Union Exec. sand box. And he thinks that Obama can deliver — now this Governor isn’t exactly dumb — he has figured out how to pay to play his way to one of the top positions in Illinois. If da Governor thinks that Obama can deliver — then this implies that Obama is in really very deep — and that he can be sure that those who require pay offs will indeed get their pay offs.

    Do these players keep all this complex pay off and payee lists in their heads or do they keep note books?

    Obama knew that Rezko owed him something for ??? and that Rezko could be relied upon to pay off on his “debt”. (Thus Rezko’s wife buys the lot — to pay the debt.)

    What arrogance — these dumb jerks somehow believe they can get away with anything — that no one would take a second look. All this while the Chicago Political machine has been under investigation for how long now????

    There is something piece I’m missing — where does their arrogance come from.

    Looks like LJ may have his answer why Obama isn’t singing himself being we knew he talked to Blago.

    Andy Stern has close relationships with the roots, Gov Dean, DFA, O got the endorsements even though originally they were saying they didn’t want to endorse, they gave the reasons being from Chicago, etc.

    Looks like Andy may have been the go between for Obama with Jarrett and O doesn’t know what exactly Fitzgerald was able to get.

    I am pleasantly surprised. Today we had an office party for a young intern who was going on to another job. People from other offices, down the hall, etc. came by for champagne and cake. Out of the whole room of partiers, only two people voted for Fraudbama. And of the ones who didn’t vote for the Fraud, most of them knew about the BC, the Rezko, Rad, etc. dirty Chicago machine nonsense, etc. I usually don’t get the thrill of meeting a lot of Nobama folks living here in Hollywood. Gee, I think I have a tingle up my leg.

    This is a tangled mess but I’m glad Blogo is standing his ground and not resigning like BO and his pool of thugs want. Fitz did something out of the ordinary by not waiting for the grand jury and rushing this thing. Why didn’t Fitz wait to catch Blogo in the act? To protect BO of course. He has just violated his own rule – going political.

    On November 12, 2008, ROD BLAGOJEVICH talked with Advisor B. ROD
    BLAGOJEVICH discussed with Advisor B his idea for a 501(c)(4) organization. Advisor
    B stated that he likes the idea, but liked the Change to Win option better because, according
    to Advisor B, from the President-elect’s perspective, there would be fewer “fingerprints” on
    the President-elect’s involvement with Change to Win because Change to Win already has
    an existing stream of revenue and, therefore, “you won’t have stories in four years that they
    bought you off.”
    ROD BLAGOJEVICH said that he likes the 501(c)(4) idea because he
    knows it will be there in two years when he is no longer Governor, whereas Change to Win
    might not be.

    The more I read the indictment, the more convinced I am that Harris, the advisors and the SEIU representative were relaying messages between Blagojevich’s representatives and those of Obama.

    And then this appears on page 71:

    ROD BLAGOJEVICH asked Advisor A to call Individual A and have Individual A pitch the
    idea of the 501(c)(4) to “[President-elect Advisor].” Advisor A said that, “while it’s not said
    this is a play to put in play other things.”

    Clearly they were communicating through multiple parties, and clearly they were attempting to forge an agreement.

    Will Stern and the SEIU be held accountable for their actions? Will Axelrod and Obama finally admit that negotiations through third parties were occurring?

    We both concluded that the wording of Blag’s comments indicated that there had to have been some sort of promise from Obama or his camp. Now that Jarrett’s name comes up, we can actually see the dog poop that was making the smell!
    Nice that Obama thinks so highly of people who can run banks into the ground.

    I read somewhere tonight that Andy Stern is somehow tied into trying to unite his union with the “trade unions” in China. Is this part of the one world thingee?
    I don’t see how they can say that Obama is off the hook, even based upon what Fitz said. PEBO appears to have offered Blago the SEIU alternative to his request to be given that 501(4)c (or whatever it was called) because Obama wanted more distance between them. That sounds as if it had to have come from the horse’s mouth.

    My theory. Obama’s people were negotiating with the “Gov” through Andy Stern. Negotiations were ongoing until Fitzgerald tipped off Obama’s people of the investigation.

    The Obama camp breaks off negotiations and instead appoints Jarrett to a White House position. That is why the “Gov” was so ticked off with Obama, because Obama pulled the plug on the negotiations.

    Somehow, I’ve become convinced that O has learned the secret formula for Reagan’s teflon. I can just see the MSM spinning now, figuring out how to convince everyone that O was not involved in any of this and rose to his position–it’s a real transfiguration of sorts–by miraculously being able to maneuver his way to the top without involving himsellf in Chicago style politics.

    I was an avid Clinton supporter but as far as Blago is concerned Obama IMO is clean of these charges but in the PAST obama definitely has skeletons and this cast of indicted characters know where the bodies are buried!     What exactly is a “AA community” anyway? There are people of color who voted for him and there are those who did not. Its not some monolith.     One conclusion I have drawn about this entire affair is the Tony Robbins-ness of their attitudes. They visualized themselves in front of mikes and behind podiums to the point where nothing was to be allowed to interfere… Not Truth, not fairness, never compassion or respect and certainly not other human beings. To go from candy-ass punk street attorney to the election to president must have a single-mindedness beyond scruple or ethic.
    If one comes to understand that and embrace the concept, this whole Jenga Stack of Turds makes complete sense.
    We, who understand the concepts of self-governance (knowing when to say “when” to yourself in all things) can see past a selfish thought and view what the “Common Good” might have to contribute to the thought process. Often this is displayed in the everyday things we might do during a day. We might elect to stop at the stop sign even though there isn’t anyone in sight for miles. We might not steal a piece of fruit from a vendor or pirate a song off the net… it is irrelevant except that it is a constant display of self-governance for the common good.
    I see Obama and those, like ACORN and the useless scum who came here to this site and forced out of me a monster I had not seen in over thirty years, as people who do not care about laws or honor, or responsibility. Nor do they place value in truth, and since truth and love have such intense connection, can they honestly subscribe to that, the greatest of human emotions?
    The common thread of all of these animals is their intense self interest. So intense is this drive that it has literally blinded them to reality.
    The only question now is will the rest of the country awaken yet in time?

    My grandfather, “Stinker Jack” and Al Capone go back to 1929 when Al sent some six to eight boys into Colorado to take over the only “legal to gamble” county outside Nevada. They just walked in and said they were now in charge. Their intent was murderous.
    Like many people from that city, they thought they could do what they wanted. Google Maps has satellite photos of where my grandfather and another fella dumped their cars down into a canyon. The guys in the cars were no longer in a condition to complain as they descended. 30.06 was the caliber of choice against .45 Thompsons. Al stayed out of Colorado after that.

    I’m thinking that the AAs can take care of themselves.

    Like I mentioned on an earlier thread — what is it with some white liberals who rush up to AAs and gush all over themselves about being so happy that Obama was elected — as if suddenly the white liberal is now a soul-mate with AAs. This behavior is NOT going over well at all with AAs — many of whom DID not vote for 0-vomit because they don’t trust him.

    Can you imagine a liberal white person rushing up to Sugar — all giggly with that tingle in the leg about Obama?? Makes me laugh to even consider her reaction.

    How about holding a special election and letting the people decide who should be the Senator from Illinois? I guess its the done thing now to put in an amateur who has no knowledge of us issues–that’s how Obama got the seat.

    i just took an interesting trip. i went to daily kos and talk left. there i found very little respect or support for triple j. i also found on talk left, criticsm of jjj for attacking hillary during the primaries. yeah right after the damage is done, we are back to being rational. color me not impressed!

    Stern is a powerful but controversial labor leader. SEIU has been on the defensive recently because of charges related to violations of internal union democracy of union members. In addition, Stern is part of a controversial effort to establish ties between the American labor movement and the Chinese communist government’s labor body, the All China Federation of Trade Unions. SEIU raised $1.7 million to support the political campaigns of Blagojevich.

    Not sure what the point of the post is? You are just repeating what the prosecutors said. Nothing new or important.

    Are you union bashing? are you trying to infer, without proof, that Blago’s wishful thinking somehow suggests that somebody else did something wrong?

    What makes you so sure that Blago has anything on Obama? Seems like Obama distanced himself from Blago a long time ago. Everybody knew that Blago was a scumbag. Obama already went against Blago by backing an ethics reform bill in Illinois, which may have contributed to Blagos downfall. Also, it could have been Obama’s people that ratted out Blago. You just don’t know?

    In the grand scheme of things the whole Blago affair is not a big deal and fairly meaningless. So what, a scumbag governor tries to make a backroom deal. This kind of stuff goes on in government all the time. You scratch my back and I scratch your back. Blago was just stupid enough to get caught on tape.

    Despicable behavior for an elected official, but not the end of the world. There are far more important things to be worrying about. Kick the governor out and get on with it.

    What Blago was “attempting” to do was far less important that the many things that have been done in this country for the last 10 years by politicians (lying to get us into wars, schredding the constition, driving the country into a recession, outing CIA officers, etc.). So the guy was trying to get a job after he left office, happens all the time.

    It has to do with the slippery slope I think. That’s why we should be worried about it. Most revolutions are incremental. I agree there are bigger fish to fry unless the biggest fish is on the menu. I think maybe he is. How did he get to be ” king of the world” so fast any way? This ain’t Hollywood and he’s not Dicaprio. It just might be that tangled web thing coming to fruition.

    Obama moved the DNC to Chicago, I can’t help but feel they want the Blagos and Daleys out, in part, to assume control of the graft, which, I think, is quite extensive in BOTH parties, via the fundraising. As someone posted yesterday, they dont pass an evelope with cash anymore, they appoint each other, or their wives, to the board of Wal Mart, or some George Soros charity, for 60, 000 a year.

    But why Chicago, I mean, why did Obama go to Chicago, anyway, as opposed to New York, or even San Francisco?
