URGENT: Let’s Support the Just-Introduced “Dwell Time” Amendment

UPDATE: C-Span2 says vote will be @ 5:15pm ET. At this very moment on C-Span2, Joe Lieberman, a member of the Senate Armed Forces Committee, is arguing against the Webb/Hagel amendment. Today, September 19th, Senator Chuck Hagel and I will reintroduce an amendment that seeks to provide our men and women in uniform with the responsible rotational cycles they deserve.
We will be offering an amendment that requires our troops have a 1:1 deployment-to-dwell ratio for active units and members. This is a minimum floor. The Department of Defense’s historic policy and current goal is a ratio of 1:2. Currently, Army units are deployed for 15 months with 12 months at home. It is not unusual for Marines also to have less time at home than the length of their last deployment. … Please email your Senators before today’s vote. Encourage them to support my Dwell Time Amendment to support our troops.

Today, Senators Jim Webb and Chuck Hagel will be reintroducing their amendment that would help ease the severe overextension of our armed forces. The “Dwell Time Amendment” requires that active duty troops have at least the same time at home as the length of their previous tour of duty overseas. No unit or member of a Reserve component, including the National Guard, could be redeployed to Iraq or Afghanistan within three years of their previous deployment. After four and a half years of war in Iraq, it is time for the availability of troops to dictate the operational tempo, and not the other way around.
Senators George Voinovich, Lisa Murkowski, Arlen Specter, John Sununu, Susan Collins, or Lamar Alexander are Republicans who have indicated that they might support this important measure, and could put it over the top. Those senators all need to hear from all of you, especially if you live in their home states.
Pick up the phone right now, and call them. Tell them you support the troops, and the “Dwell Time Amendment!”

This is not just a matter of fairness for our troops, who have borne almost the entire burden in Iraq, but also a matter of our national security.
Seventy-Five percent of troops on the ground in Iraq say that they are stretched too thin, according to a poll conducted by the Military Times. Clearly, they would benefit from the “Dwell Time Amendment.” At the same time, because our forces are so overcommitted, we are simply unable to fulfill our global commitments, let alone respond to a new danger, should the need arise.
The amendment is being voted on TODAY. We need each of you to pick up the phone right now, and call your Senators, urging them to vote for the “Dwell Time Amendment.”
