Fox News Is Atwitter Over Claims That Hillary Plans to Expand the Power of the State Department

“… even though she has not yet been confirmed as Secretary of State!” (Notes Brit Hume.)

Best I’ve been able to determine, this story has its origins in the pages of the New York Times, so I offer the report with appropriate caution:

Clinton Moves to Widen Role of State Dept.

WASHINGTON — Even before taking office, Hillary Rodham Clinton is seeking to build a more powerful State Department, with a bigger budget, high-profile special envoys to trouble spots and an expanded role in dealing with global economic issues at a time of crisis. …

Mrs. Clinton is recruiting Jacob J. Lew, the budget director under President Bill Clinton, as one of two deputies, according to people close to the Obama transition team. Mr. Lew’s focus, they said, will be on increasing the share of financing that goes to the diplomatic corps. He and James B. Steinberg, a deputy national security adviser in the Clinton administration, are to be Mrs. Clinton’s chief lieutenants.

The incoming administration is also likely to name several envoys, officials said, reviving a practice of the Clinton administration, when Richard C. Holbrooke, Dennis Ross and other diplomats played a central role in mediating disputes in the Balkans and the Middle East.

As Mrs. Clinton puts together her senior team, officials said, she is also trying to carve out a bigger role for the State Department in economic affairs, where the Treasury has dominated during the Bush years. She has sought advice from Laura D’Andrea Tyson, an economist who headed Mr. Clinton’s Council of Economic Advisers.

The steps seem intended to strengthen the role of diplomacy after a long stretch, particularly under Secretary of State Colin L. Powell, in which the Pentagon, the vice president’s office and even the intelligence agencies held considerable sway over American foreign policy.

Given Mrs. Clinton’s prominence, expanding the department’s portfolio could bring on conflict with other powerful cabinet members.

Mrs. Clinton and President-elect Barack Obama have not settled on specific envoys or missions, although Mr. Ross’s name has been mentioned as a possible Middle East envoy, as have those of Mr. Holbrooke and Martin Indyk, a former United States ambassador to Israel.

The Bush administration has made relatively little use of special envoys. Secretary of State Condoleezza Rice has personally handled most peacemaking initiatives, which has meant a punishing schedule of Middle East missions, often with meager results.

“There’s no question that there is a reinvention of the wheel here,” said Aaron David Miller, a public policy analyst at the Woodrow Wilson International Center for Scholars. “But it’s geared not so much as a reaction to Bush as to a fairly astute analysis of what’s going to work in foreign policy.”

With so many problems, including Pakistan, Iran and Afghanistan, Mr. Miller said it made sense for the White House to farm out some of the diplomatic heavy lifting.

In addition to the Middle East, one Democratic foreign policy adviser said, Mr. Holbrooke might be considered for an appointment as special envoy to Afghanistan and Pakistan, and possibly Iran. The adviser said the decision had not been made.

A transition official dismissed as “speculation” reports in Indian newspapers that Mr. Obama was considering appointing Mr. Clinton as a special envoy to deal with Kashmir issues.

But another transition official confirmed that Mr. Obama’s foreign policy advisers were discussing the possibility of appointing a special envoy to India. Mr. Steinberg, who is the dean of the Lyndon B. Johnson School of Public Affairs at the University of Texas, would probably coordinate the work of any special envoys, the official said.

The recruitment of Mr. Lew — for a position that was not filled in the Bush administration — suggests that Mrs. Clinton is determined to win a larger share of financial resources for the department. A well-connected figure who was once an aide to Speaker Thomas P. O’Neill, Mr. Lew now works for Citigroup in a unit that oversees hedge funds. …

    I think I am going to disagree. They are not going to keep Hillary down as long as the credit goes to Obama. Remember all of the initiatives and legislation he took credit for? This will be no different. Hillary will be the shadow president..so what? Obama has desperately little original thought so good. The world is too chaotic and complicated at the moment. The Bush administration decimated the State Department in the first term putting everything under Rummy at the DoD, the little secret council of neocons, and Cheney. Colin Powell was only the token window dressing for the administration.

    BTW why am I noticing ads for the hillary nutcracker listed on this site under amazon.com ad? This is the first time I noticed this and wonder if they come up at random on amazon postings.

    I feel a little comforted about the future of my country with Hillary in this role – the more power and influence she has, the better. How shameful the smears and lies she endured from that fraudulent One – and now she will no doubt be instrumental in saving Barack’s deceitful azz as he takes credit for her work.

    Nonetheless, it can only benefit the U.S. to have Hillary as a powerful SoS, Barack’s complete lack of integrity notwithstanding.

    A added benefit, Joe Biden’s role is reduced to “saving the middle class”. The story about Bill’s donors from the Middle East didn’t gain any traction and msn has to come up with something else.     Hillary would never abuse power. She is in it for the country, not her party. She really doesn’t even like power. She is doing all this work just for us so that we will be safe. And she campaigned for Franken and Murtha because they are just darn good people who deserve high office to make sure all goes well. Those darn news people keep asking too many darn questions. But we can trust Hillary to always do the right thing and to put herself last and not care about her political future but what is right for us.     The official, who spoke on condition of anonymity because the discussions were private, said Mrs. Clinton was being supported in her push for more resources by Defense Secretary Robert M. Gates and Mr. Obama’s incoming national security adviser, Gen. James L. Jones Jr.

    Anyway, bottom line if Gates and Gen. Jones are supporting this, I would take this if not a good development, at least one that has some co-ordination. It has the senators name all over it.

    How many employees in the State Dept? Something approaching 12,000. How many more does she want to hire? & why? more foreign service officers? Sorry, I don’t think we need to be expanding the size of government since we’re broke. How many people do we need to pledge money we don’t have? She needs to better utilize the current employees. But hey if Jones & Gates are supporting this it’s probably a done deal.

    It is my belief that Senator Clinton is making an error by taking the position of State. I would like her to continue in the Senate, regardless of the assholes who she would have to work with. She would be her own woman and be able to speak out regarding the issues of the day. She would retain her base and built upon it. That said. She is bringing competency, orgaization, purpose, stability, strength
    and excellent ideas to our country’s foreign policy! She is the only light shinning in the already tainted scandal in the Barry Soetoro administration. He hasn’t even become prez….already smeared with one scandal after another. Thank-god for Senator Clinton. Who is risking so much for the good of country. Who knows if she plays her cards right, 2012! Old man Biden-too old. Barry Soetoro, the truth will catch up with the phony one!

    I disagree with you! This may have contributed to our country’s lack of a consistent, competent foreign policy. Plus our lack what is really happening on the ground with terrorism across the globe. Clinton is bringing organizational skills to the state department. Go Clinton!
